Sir, the industry is a small scale unit under Orange category and was granted authorization valid upto 31/03/2020 for category no. 35.3 (Chemical sludge from waste water treatment) @ 1.8 T/Annum and 5.1 (Used or spent oil) @ 0.030 KL/Annum.
Now, the industry has applied for obtaining authorization under Hazardous and Other Wastes Rules, 2016 for generation, collection, storage & disposal of hazardous waste 5.1 (Used or spent oil) @ 0.03 KL/Annum, 33.1 (Empty barrels/containers/liners contaminated with hazardous chemicals/wastes) @ 720 no.s/Annum and 35.1 (Exhaust Air or Gas cleaning residue) @ 2.4 T/Annum alongwith requisite documents. Further, the industry has already entered into an agreement with M/s Nimbuan Greenfield (Punjab) Limited for shifting of its hazardous waste for hazardous waste category no. 35.1 on 12.03.2024, with M/s Aggarwal Manufacturing Co., Ludhiana for shifting of its hazardous waste for hazardous waste category no. 5.1 on 01.02.2024 and with M/s Aggarwal Manufacturing Co., Ludhiana for shifting of its hazardous waste for hazardous waste category no. 33.1 on 24.06.2024.
The industry was visited by RO on 19/06/2024 and it was reported as under: 1) The industry was in operation. 2) It is engaged in manufacturing of Fabric Compaction (Job Work) @ 5000 Kgs/day & Washing of Fabric @ 3500 kg/day by using raw material as Yarn @ 4000 MT/Year. 3) The industry has installed a boiler of capacity 3 TPH and has provided cyclone followed by double stage alkali scrubber as APCD, which was in operation. 4) The industry has provided impervious storage room with lock and key arrangements for storage of hazardous waste. 5) The industry has installed 2 DG sets of capacity 260 KVA each which are equipped with canopies. 6) 124 Kg hazardous waste of category 35.1 is lying stored in the impervious storage facility provided within the premises as per record maintained by the industry. 7) The industry has lastly disposed off its hazardous waste of category 35.3 i.e. ETP sludge @ 1675 Kg on 11.11.2022 to TSDF Nimbuan. Currently the industry has connected its outlet to CETP. Therefore, there is no generation of ETP sludge. 8) Now, the industry has only applied for hazardous waste of categories 5.1 (used oil of DG sets), 33.1 (Empty Barrels) and 35.1 (APCD cleaning residue).
In view the report of RO, it is recommended that authorization for generation, storage & disposal of hazardous waste category 5.1 (Used or spent oil) @ 0.03 KL/Annum, 33.1 (Empty barrels/containers/liners contaminated with hazardous chemicals/wastes) @ 720 no.s/Annum and 35.1 (Exhaust Air or Gas cleaning residue) @ 2.4 T/Annum may be granted upto 30.06.2028 with suitable conditions.
