Sir, the industry is a large scale unit, which was granted Consent to Operate under Water Act, 1974 and under the Air Act, 1981 both valid upto 31/03/2025.
Now, the industry has applied for obtaining authorization under Hazardous and Other Wastes Rules, 2016 for generation, collection, storage & disposal of hazardous waste Cat. no. 5.2 (Wastes or residues containing oil) @ 1.855 KL/Annum and 5.1 (Used or spent oil) @ 1.180 KL/Annum alongwith requisite documents through OCMMS. Further, the industry has entered into an agreement with TSDF Nimbuan for shifting of its hazardous waste on 31.01.2024 for hazardous waste category no. 5.2 and with M/s B.N. Concast (P) Ltd., Village Alipur, Barwala, Panchkula for shifting of its hazardous waste on 30.09.2022 for hazardous waste category no. 5.1.
Accordingly, the industry was visited by RO on 26/06/2024 and it was reported as under: 1. The institute was in operation & engaged in R & D activities related to auto parts & hand tools and provide testing service to various industrial/institutional clients. 2. The institute have various furnaces and all are electrically operated and doesn’t run on any fossil fuel. 3. The institute has also two electrically operated multi station long stroke cold forgers. No process emission was found to generate from this section. 4. The industry has provided Hazardous waste storage impervious facility room for category 5.1 with lock and key arrangement. 5. The institute has three DG sets of capacity 63 KVA, 160 KVA & 365 KVA each with canopy & adequate stack height. 6. The industry has lastly lifted HW cat. 5.1 @ 1180 ltr. to M/s B.N. Concast (P) Ltd., Village Alipur, Barwala, Panchkula vide manifest no. 1403 dated 27/04/2023. Current storage of hazardous waste is 10 ltr. 7. The institute is not engaged in any production activities & is carrying only testing and R & D activities. 8. The institute does not generate any trade effluent from R & D activities. Cooling water from heat treatment laboratory is being re-circulated through three cooling towers & only domestic effluent is being discharge into sewer. 9. The industry has provided environmental data board outside the main gate of the industry. 10. The industry has provided Board showing danger sign and category of hazardous waste in room meant for hazardous waste storage. 11. The industry is maintaining proper record of the generation of Hazardous Waste being generated in the premises. 12. The industry is complying with the provisions of Hazardous Waste (Management, Handling & Transboundary Movement) Rules, 2016.
In view of report of RO, it is recommended that authorization for collection, storage & disposal of hazardous wastes for category Cat. no. 5.2 (Wastes or residues containing oil) @ 1.855 KL/Annum and 5.1 (Used or spent oil) @ 1.180 KL/Annum under Hazardous & Other Wastes (Management Transboundary Movement) Rules, 2016, may be granted to the industry for five years with suitable conditions, please. (Category - Green, Large) (Competency - CEE)
