The HCF has applied for obtaining fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization under the Bio Medical Waste Management Rules, 2016 for bed capacity @ 12 numbers. Details of the case are as under:-..........
1) The HCF has submitted copy of an agreement dated 23.12.2023 with common facility namely M/s Medwaste Solutions Pvt. Ltd., Village Biddowali, Tehsil Gidderbaha, Distt. Sri Muktsar Sahib, authorized by the Board, which has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital, valid upto 23.12.2025. ..........
2) The HCF has submitted completion of effluent treatment plant of capacity 10 KLD, issued Prem Environmental Solutions.........
3) The HCF has submitted lease deed dated 07.05.2024 for land area 2k-10m executed between Shivalik High School and Gian Helath Care through its proprietor Dr. Nishat Pawar, valid upto 30.11.2035. The lease deed executed has been taken as date of commissioning of the hospital at the site...........
4) The HCF has submitted an undertaking from Sh. Nishant Pawar, owner of the HCF w.r.t. number of beds @ 12 and discharge of liquid waste after ETP-cum-STP after pre-treatment with 1-2 % of sodium hypochlorite solution. ...........
5) The HCF has deposited Rs. 6000/- vide UTR/Ref. no. 36385342591DC dated 23.05.2024 under the Water Act, 1974 and Rs. 6000/- vide UTR/Ref. no. 36385352641DC dated 23.05.2024 under the Air Act, 1981, which is adequate for a period upto 31.03.2029. The HCF has deposited Rs. 6000/- vide UTR/Ref. no. 36385332671DC dated 23.05.2024 as BMW fee, which is adequate for a period upto 31.12.2026. ...........
6) The HCF has submitted building plan prepared by approved architect having CA no. CA/2007/39785. In the building, the FAR ratio has been mentioned as 18989.13 Sq ft. which is less than 20,000 sq. meters. As such, the establishment is not covered under EIA notification, 2006. ....................
The HCF was visited by undersigned (AEE) on 05.07.2024 and it was observed as under:-
1. The HCF is a 12 no. bedded hospital.....
2. The bio-medical waste generating points of HCF were visited and found that segregation of bio medical waste proper as per Bio Medical Waste Management Rules, 2016. ...
3. The HCF has provided card board boxes with blue tape for the disposal of glass waste. ...
4. The HCF has provided needle destroyers in the emergency wards.
5. The HCF is pre-treating its liquid waste by diluting with Sodium hypochlorite solution.....
6. The HCF has maintained the record for lifting the bio medical waste to the CBWTF. The HCF is also fixing bar code stickers on the bags. ...
7. The HCF has provided final waste collection room along with a bio hazard symbol.
8. The HCF has also maintained the record of training imparted to the personnel's collecting and handling bio medical waste. ....
9. The HCF has installed an ETP cum STP of capacity 10 KLD for the treatment of combined effluent (pre-treated liquid bio waste mixed with domestic effluent) generated from its premises. Same was not in operation as less generation of effluent. Aeration tank of the MBBR section was in operation. ETP cum STP consisting of bar screen, MBBR reactor, tube settler, dosing pump, dual media filter etc. The HCF has made provision to discharge the treated trade effluent onto land for plantation developed (about 2 kanals), which is adequate. ................
As above, the HCF has complied with the provisions of the Water Act, 1974 & the Air Act, 1981 and the Bio Medical Waste Management Rules, 2016 and no action is pending against it. Keeping in view of above, it is recommended as under: ...........
1. Authorization under the Bio Medical Waste Management Rules, 2016 may be granted to the hospital upto adequacy of fee i.e. 31.12.2026 along with specific conditions as under: ...
• The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
• The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same

• The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
• The authorization for management and handling of Bio-Medical Waste shall not be construed as a permission to operate the Health Care Facility in a non-designated area and the HCF shall be responsible for obtaining permission / clearances as required under the law from different departments.
• The occupier of the Health care establishment shall take all precautionary steps to avoid leakage/spillage of Bio-Medical Waste from the storage area, the storage area shall be properly fenced/protected with caution sign boards. .............................................
2. Consent to operate under the Water Act, 1974 & the Air Act, 1981 may be granted upto adequacy of fee i.e. 30.09.2028 subject to the same conditions and following additional conditions as under:
a) The HCF shall get its building plan approved from the Govt. authorities within one month and submit report to this office.
b) The HCF shall ensure to comply with the effluent standards as notified under Bio Medical Waste Management Rules, 2016 amended upto date and subsequent amendments if any.
c) The HCF will apply for fresh consent to operate / authorization if it increases its bed capacity.
d) There is no claim of continuation of HCF in present premises on the basis of this consent.
e) The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.
