It is intimated that the HCF has applied for obtaining fresh authorization under Bio Medical Waste Management Rules, 2016 for 02 dental chairs along with requisite documents and fee.
The HCF has deposited authorization fees of Rs. 1,000/- vide R. No. PPCB/16/5505 dated 01.07.2024, which is valid for one year.
As per H.O. Patiala Office Order No. EPA/2018/No. 04 dated 10.04.2018 the authorization (fresh/renewal) under the Bio-Medical Waste Management Rules, 2016 applied by the healthcare facilities upto 20 beds/dental chairs will be granted by the concerned Regional Office within 7 days of receipt of complete application without making inspection of those healthcare facilities.
In light of above office orders, the inspection is required as the healthcare facility is having 02 chairs. The brief detail of the case applied by the healthcare facility is as under: -
1. The HCF has submitted the Location Plan of the HCF.
2. The HCF has made an agreement with M/s Rainbow Environments Pvt. Ltd., Village Balyali, Tehsil Kharar on dated 29.01.2020 for 2 dental chairs.
3. The HCF has enclosed manifests of lifting BMW to M/s Rainbow Environments Pvt. Ltd., Mohali.
4. As per record of this office, no action is pending against the health care facility for violation of the Bio-Medical Waste Management Rules, 2016.
5. As per record of this office, no action is pending against the health care facility for violation of the (Prevention and Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986.
Keeping in view of above, if approved, the HCF may be granted authorization under the Bio-Medical Waste Management Rules, 2016 upto 31.12.2024 subject to suitable conditions and the following additional conditions that: -
1. This BMW authorization is valid for operating of 2 nos. Dental Chairs.
2. The HCF will apply for fresh authorization if increases or decreases its dental chairs.
3. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and shall intimate to the Board.
4. The HCF shall ensure to comply with the effluent standards as notified and Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any.
5. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
6. The HCF will maintain proper record of generation and lifting of bio-medical waste.
7. The HCF will apply for consents of the Board under Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 and under Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987.
8. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
9. The HCF shall obtain other statutory approvals required from other departments, if any.
