In reference to above, it is submitted that the subject cited industry is a Card Board manufacturing unit and was granted consent to operate under the the Water Act, 1974 vides no. CTOW/Fresh/SGR/2022/20158760 dated 18.11.2022 and the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SGR/2022/20158758 dated 18.11.2022, which are valid upto 30.09.2027 for manufacturing of Card Board @ 10.0 MT/day by using Rice Straw @ 4.0 MT/day, Jute Bags @ 2.0 MT/day, Paper Mill ETP Sludge from Primary Clarifier @ 4.0 MT/day as raw material.
Now, the industry has applied for obtaining fresh authorization under the Hazardous and other Wastes (Management & Transboundary Movement) Rules, 2016 along with passbook for utilization of hazardous waste of category no. 32.3 @ 1200 T/annum
The industry has deposited Rs. 10,000/- against the AUC-cum-passbook fee in this office and the same has been verified in office record.
The site of the industry was visited by AEE of this office on 20.06.2024 and it was observed as under: -
1. The industry was found not in operation and no ETP sludge was found procured as raw material.
2. The industry has installed one no. pulper, two no. beater, two no. chest, two no. mouldling machines, and one no. cutting machine.
3. The industry has provided 3 no. settling tanks to treat wastewater generated from the process and the treated wastewater will be re-used back into the process.
4. The industry was advised to provide water meter at the source of water i.e. submersible pump, immediately.
5. The industry has made the sludge drying platform and has provided natural slope towards sedimentation tank.
6. No DG set has been installed by the industry.
7. The industry will not discharging any trade effluent and there will be only generation of domestic effluent, which will be discharged onto land for plantation after passing through septic tank.
8. The industry has provided an impervious shed of size 60‟ ft. × 60‟ ft. for storage of ETP sludge within its premises.
9. The point wise compliance of the Standard Operational Procedure (SOP) for the utilization of ETP sludge in the manufacturing of card board mills as per CPCB guidelines is attached in agenda note.
From the above, it is evident that the industry is complying with the condition of SOPs and same condition will be checked after operation of the unit.
In view of the above, it is recommended that:
1. Authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for Collection, Storage, Transportation and Utilization of ETP sludge i.e. hazardous waste of category 32.3 of schedule - I @ 1200 TPA, may be granted to the industry for a period upto 30.09.2027 with suitable conditions:
I. The industry shall comply with the requirements in accordance with the Public Liability Insurance Act, 1991 as amended, wherever applicable.
II. The industry shall maintained the record w.r.t. consumption of Water in the process, re- circulation of Wastewater and industry shall re-circulate its entire wastewater and shall not discharge its wastewater under any circumstances.
III. The industry shall maintained the record of utilization of ETP sludge.
2. Actual user certificate for collection, storage, transportation and utilization of hazardous waste of category 32.3 of schedule - I @ 1200 TPA, may be issued to the industry for a period upto 30.09.2027, subject to suitable conditions.
