File Note: Sir, the industry is a large scale red category unit. The industry was granted authorization under Hazardous Wastes (Management and Trans-boundary Movement) Rules, 2008 upto 31.03.2019 for Cat. 5.1 @ 01 KLA, Cat. 6.2 @ 10 Kg/day, Cat. 6.3 @ 25 Kg/day, Cat. 21.1 @ 15 Kg/Month, Cat. 34.1 @ 08 Kg/day & Cat. 34.3 @ 25 Kg/day. Now, the industry has applied for fresh authorization under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 through OCMMS alongwith requisite documents for Category 5.1 @ 01 KLA, Category 6.2 @ 450 TPA, Category 21.1 @ 4.5 TPA, Category 35.1 @ 2.4 TPA, Category 35.4 @ 4.0 TPA, Category 12.1 @ 1.0 Ton/annum. The industry was visited by RO on 28.06.2024 and it was observed that:- 1. The industry was in operation at the time of visit. 2. The industry has provided 03 hazardous waste storage rooms of different sizes, which are provided with lock and key facility and with danger sign display Board. 3. The hazardous waste of category 5.1 i.e. spent oil @ 610 Ltr. was lying stored in the 03 plastic drums of capacity 250 Ltr. provided by the industry. The industry has made agreement with authorized recycler i.e. M/s Satkar Oil Company, Ludhiana for lifting of category 5.1. 4. The industry has got lifted 6500 Kg of zinc ash i.e. Cat. 6.2 to authorized recycler i.e. M/s Sagar Metallics, Durga Garden, Jagadhri vide manifest no. 00138 dated 13.03.2024. At present there was no waste of category 6.2 lying in the industry. 5. The hazardous waste of category 6.3 (zinc dross) @ 5265 Kg was lifted to authorized recycler vide manifest no. 00142 dated 21.03.2024. The industry has and has made agreement with authorized recycler i.e. M/s Anand Metal Traders, Ludhiana & M/s Sandley Chem (India) Pvt. Ltd, Haryana for disposal of the same. 6. The hazardous waste category 21.1 generated @ 3290 Kg packed in 41 HDPE bags was lying stored in the HW room provided by the industry. The industry has got lifted 846 Kg of paint sludge to TSDF Nimbua vide manifest no. 27627 dated 07.12.2018. 7. The hazardous waste category 35.1 generated @ 580 Kg packed in 52 HDPE bags was lying stored in the HW room provided by the industry. 8. The hazardous waste category 35.3 which was earlier generated has been completely lifted to the TSDF facility. Now, the industry has removed the ETP and spent acid is being lifted to the CETP operator since last many years. 9. The category 35.4 for oil & grease waste being generated from the process. The same is being lifted by TSDF, Nimbua for incineration. The industry has stored around 2350 kg of category 35.4 10. The industry is already a member of TSDF, Nimbua for the lifting of hazardous waste Cat. 21.1, Cat. 35.1, Cat. 35.3 & Cat. 35.4. 11. The industry has provided environmental data board outside main gate of industry. RO recommended that the authorization under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 may be granted to the industry for five years with usual conditions. Keeping in view of the above, it is recommended that the authorization under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 may be granted to the industry for five years with usual conditions.
