File Note: Subject: - Authorization under Bio-Medical Waste Management Rules, 2016- M/s Vashisht Dental Clinic Morinda Opposite To Ram Lila Ground, Morinda, Chamkaur Sahib, Rupnagar. It is submitted that the HCF has applied for obtaining fresh authorization for diagnostic center of 02 no. dental chair under the Bio-Medical Waste Management Rules, 2016 along with the requisite documents: 1. BMW manifests. 2. Location & site plan. 3. The HCF has submitted an agreement for 02 no. dental chair executed with the Common Bio Medical Waste Treatment Facility Namely M/s Rainbow Environments Pvt. Ltd. Village Balyali for lifting and treatment of Bio Medical waste generated from the HCF having validity upto 02.07.2027 (amended agreement attached herewith). 4. The HCF has submitted copy of undertaking of bed capacity regarding that the HCF has 02 no. dental chair (undertaking attached herewith). The HCF has deposited Rs. 5000/- vide UTR no. POD026781448 dated 01.07.2024 under BMW Rules, 2016. Accordingly, to Board's order no. HQ-3/EPA/2023/2799-2815 dated 19.01.2023. As such, the fee deposited by the HCF is adequate upto 31.12.2027. As per Board’s Office Order No. EPA/2018/04 dated 10/04/2018, the authorization under Bio-Medical Waste Management (Amendment) Rules, 2019 (fresh and renewal) applied by the health care upto 20 beds / dental chairs will be granted by the concerned regional office within 7 days of receipt of complete application without making inspection of those health care facilities. As such, the HCF was not visited to check the compliance of the Bio-Medical Waste (Management) Rules, 2016. Further, as per Board's office order no. EPA/2018/01 dated 03.01.2018, if the HCF is non-bedded, it is to be granted one-time authorization under BMW Rules, 2016 with the condition that the HCF will apply for fresh authorization if it becomes a bedded hospital. It is intimated that Board has issued partial modification to earlier Board’s order no. 468 dated 31.08.2021, vide its office order no. 601 dated 16.12.2021 has decided that the HCF upto 50 beds which are discharging there liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangements/ measures, subject to condition that the HCF shall ensure to comply with the effluent standards as notified and Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. However, no specific period mentioned in the said orders. In view of above, if may approved, it is recommended that authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF upto 30.06.2027 subject to the suitable conditions and following additional conditions as under: 1. This authorization is valid only for 02 no. dental chair. The HCF will apply for fresh authorization, if it installs any beds in the hospital. 2. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 3. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 4. The HCF shall obtain other statutory approvals required from other departments, if any. 5. The HCF shall comply with the Board’s office order no. 601 dated 16.12.2021 and its subsequent amendments, if any.
