File Note: It is submitted that earlier, the HCF was granted authorization under the Bio Medical Waste Management Rules, 2016 for 15 beds capacity vide nos. BMW/Renewal/MOG/2018/7289745 dt. 11.04.2018, has expired on 31.03.2023 with conditions mentioned therein. Now, the HCF has applied for obtaining authorization under the Bio Medical Waste Management Rules, 2016 for 50 bed capacity, detail of case is as under: • The HCF has submitted copy of an agreement with common facility of M/s Meridian Milieu Care Pvt. Ltd., Village Bir Pind, Tehsil Nakodar, District Jalandhar authorized by the Board with validity upto 05.05.2027 of bed capacity 50 beds. • The HCF has deposited authorization fee of Rs. 9000/- vide UTR / Ref. No. N127243021959912 dated 06.05.2024, which is valid upto 31.12.2025 under Bio Medical Waste Management Rules, 2016. • The HCF has submitted undertaking, stating that the HCF is 50 bedded hospital and is treating its liquid waste generated from the hospital through ETP cum STP and discharge onto land for plantation. • The HCF has submitted copy of feasibility report regarding installation of ETP cum STP of capacity 19.5 KLD by M/s Green Consultants, 720-21, MIG, Model Town, Bathinda. • The HCF has submitted copy of completion certificate from M/s Green Consultants, 720-21, MIG, Model Town, Bathinda regarding completion of installation work of ETP cum STP. • The HCF has submitted copy of analysis report from NABL Accredited Lab namely M/s Digcare Mining Solutions Pvt. Ltd, Plot No.-672/18, First Floor, Khandsa Road, Om Nagar Gurugram (Haryana)-122001 (HR) and as per analysis report, concentration of various parameter pH=7.32mg/l, TSS=48mg/l, TDS=646mg/l, COD=96mg/l, BOD=19.30mg/l,, Oil&Grease=2.20 mg/l, Bio-assay = 90% survival of fish in 100% of effluent after 96 hours are found within the prescribed limit of the Board for such discharge. • The HCF has submitted copy of sewerage bill. The HCF was visited by the AEE of this office on 04.07.2024 and it was observed as under: 1. The HCF is a 50 bedded hospital. 2. The bio-medical waste generating points of HCE were visited and found that segregation of bio medical waste proper as per Bio Medical Waste Management Rules, 2016. 3. The HCE has provided card board boxes with blue tape for the disposal of glass waste. 4. The HCE has provided needle destroyers in the emergency wards. 5. The HCE has maintained the record for lifting the bio medical waste to the CBWTF. The HCE is also fixing bar code stickers on the bags. 6. The HCE has provided final waste collection room along with a bio hazard symbol. 7. The HCE has also maintained the record of training imparted to the personnel's collecting and handling bio medical waste. 8. The HCE has provided pre-treating its liquid waste by diluting with Sodium hypochlorite solution before discharging into ETP. 9. The HCE has installed ETP consisting of Screen Bar -> Collection tank cum Equalization tank -> Chemical Dosing tank -> Flash Mixture tank -> MBBR Aeration tank with defused aeration -> Secondary sedimentation tank -> PSF ->ACF -> Sludge drying beds and found not in operation due to minor quantity of waste water in the collection tank. Therefore, sample could not be collected. Further, the HCF has sewer connection for disposal of its treated liquid discharge generated within the premises. 10. The HCF is complying with the provisions of the Bio-Medical Waste Management Rules, 2016 and no action is pending against it Keeping in view of above, it is recommended that authorization under the Bio Medical Waste Management Rules, 2016 may be granted to the hospital for a period upto 31.12.2025, subject to conditions along with additional conditions as under: 1. The HCF will apply for fresh authorization if it increases its bed capacity. 2. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same. 3. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 4. The authorization for management and handling of Bio-Medical Waste shall not be construed as a permission to operate the Health Care Facility in a non-designated area and the HCF shall be responsible for obtaining permission / clearances as required under the law from different departments. 5. The occupier of the Health care establishment shall take all precautionary steps to avoid leakage/spillage of Bio-Medical Waste from the storage area, the storage area shall be properly fenced/protected with caution sign boards. 6. The HCF will apply consent to operate under the Water Act, 1974 & the Air Act, 1981 within 10 days. Competency: Environmental Engineer
