It is submitted that the establishment has submitted its documents for obtaining fresh one-time authorization for import of Scrap/other waste material as specified in Part D of Schedule – III of Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 as per Punjab Pollution Control Board office order no. 349 dated 08/06/2021.
The establishment has deposited Rs. 5,000/- vide R no.76/5532 dated 08/07/2024 as one-time registration fees as per the revised fee structure decided by the Board. The establishment has submitted following documents:
1. The establishment has sought one time authorization for the import of scrap @ 60,200 MT Ton.
2. The establishment has sought one-time authorization for the import of scrap @ 60,200 MT.
Description of Waste to be imported i.e. Iron and Steel Scrap @ 40,000 MT, Copper scrap @ 1000 MT , Aluminum scrap @ 10000 MT and Tungsten Scrap @ 200 MT specified in Basel no. 1010 B1-Metal of Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016.
3. The godown, as per IEC Certificate and application, is , Opposite Mahadev Kanda, Amloh Road, Mandi Gobindgarh, Fatehgarh Sahib, which is an industrial area as per Master Plan of Mandi Gobindgarh.
4. The project proponent has submitted registry of the godown as per which the owner of the land is Sh.Umang Sharma.
5. GST registration certificate no. 03BAIPS3137D1Z0, Import and Exporter code issued by Directorate General of Foreign Trade having IEC no. 3008010938.
6. The project Proponent Has Submitted List Of Actual Users As Under:
• VIMAL ALLOYS PVT LTD., Mandi Gobindgarh
• Metatech CCR Pvt Ltd, Mandi Gobindgarh
• T K B METAL PVT LTD., Ludhiana
In view of above-mentioned facts, may, if approved, M/s A.S Trade Links, be granted one-time authorization for import of scrap listed at sub specified in Part Basel no. 1010 Hazardous Waste (Management and Transboundary Movement) Rules, 2016 upto 30/06/2029, subject to general conditions mentioned in OCMMS and additional conditions as under:
1. The industry shall not undertake burning of scrap/wires to take out other metals. In case, the godown is found burning of scrap or any other waste, action under the pollution control laws will be taken against the unit and the authorization shall be deemed cancelled.
2. The godown shall not install any slag crushing/noise emitting machinery in its premises.
3. The copy of authorization may be sent to DTP office, Fatehgarh Sahib with the request to intimate the applicant (project proponent) under intimation to the Punjab Pollution Control Board within 15 days, if the said authority has any objection to the location of the project at proposed site and in case no reply is received from the aforesaid Authority within 15 days, then, it would be presumed that the proposed site is suitable for the project from the point of view of above referred Competent Authority.
4. The unit shall not undertake burning of scrap/wires to take out other metals. In case, the godown is found burning of scrap or any other waste, action under the pollution control laws will be taken against the unit and the authorization shall be deemed cancelled and the Board would not be responsible for the cost incurred by the project proponent on the basis of the said authorization.
