It is submitted that the HCF was granted authorization under Hazardous and other Wastes (Management & Transboundary Movement) Rules, 2016 vide no. HWM/Fresh/LDHKH/2022/20177721 dated 07/11/2022 valid upto 30/06/2026 for category 5.1 @ 0.25 KL/Annum, category 35.3 @ 0.1 T/Annum subject to the suitable terms & conditions mentioned therein.
As per the record file, the HCF has obtained consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDHKH/2024/26045434 dated 05/07/2024, and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDHKH/2024/26046647 dated 05/07/2024, both are valid upto 31/12/2026 subject to the suitable terms & conditions mentioned therein.
Now, the HCF has applied for fresh authorization under Hazardous and other Wastes (Management & Transboundary Movement) Rules, 2016 for generation, collection, and storage of hazardous waste of Cat. No. 5.1 @ 0.25 KL/Annum, Cat. No. 5.2 @ 0.005 KL/Annum, Cat. 33.1 @ 0.08 Ton/Annum Cat. 33.2 @ 0.010 Ton/Annum Cat. 35.3 @ 0.2 Ton/Annum along with requisite documents
The HCF has executed an agreement with M/s NIMBUA Green Filed Pvt. Ltd., G.T Road Sirhind Side, Mandi Gobindgarh for lifting of its hazardous waste of category @ 35.3, category @ 33.2, category @ 5.2, and an agreement with M/s Aggarwal Manufacture, Plot no.10 Friend Industrial Estate, Opp. Aarti street Focal Point, Ludhiana for lifting of its hazardous waste of category 5.1, and an agreement with M/s Surya Chemicals, Office no.17, 2nd floor, City court Commercial complex, Mohali for lifting of its hazardous waste of category 33.1 for lifting of its hazardous waste .
Further, the HCF was visited by the undersigned on 20.06.2024 and it was observed as under:
1. The HCF was in operation during the visit.
2. The HCF has got lifted 60 kg of its hazardous waste of category 35.3 to M/s NIMBUA Green Filed Pvt. Ltd on 25/04/2024 as per the latest manifest submitted by the HCF.
3. The HCF has got lifted 80 ltrs of its hazardous waste of category 5.1 to M/s Aggarwal Manufacture., on 15/05/2024 as per the latest manifest submitted by the HCF.
4. The HCF has submitted annual return in Form-IV.
5. The HCF has installed an Environmental Data Board at the main entrance of the HCF.
6. The HCF has stored its hazardous waste in the hazardous waste room with lock & key facility. The HCF has installed a danger sign Board at the wall of Hazardous waste room.
From above, it is clear that the HCF is complying with the provisions of Hazardous and other Wastes (Management & Transboundary Movement) Rules, 2016.
In view of above, if approved, it is recommended that authorization for generation, collection & storage of hazardous waste of category 5.1 @ 0.25 KL/Annum, Cat. No. 5.2 @ 0.005 KL/Annum, Cat. 33.1 @ 0.08 Ton/Annum Cat. 33.2 @ 0.010 Ton/Annum Cat. 35.3 @ 0.2 Ton/Annum as required under Hazardous and other Wastes (Management & Transboundary Movement) Rules, 2016 may be granted to the HCF upto 31/12/2026 (upto the validity of the Air Act, 1981) subject to the suitable conditions and additional condition the HCF shall be liable to comply with the provisions of Hazardous and Other Waste (Management and Trans-boundary) Rules, 2016.
