The HCF has granted authorization under BMW Rules, 2016 vide no. BMW/Renewal/MNS/2023/23972760 dated 11.11.2023 for capacity 10 beds, which was valid upto 31.03.2024.
The HCF was granted consent to operate under the Water Act, 1974 and Air Act, 1981 vide dated 27.06.2024 which is valid upto 30.09.2028 having bed capacity of 10 beds.
The HCF has applied for obtaining renewal of authorization under the Bio-Medical Waste Management Rules, 2016 through OCMMS for 10 bed capacity with requisite documents and the HCF has already been deposited authorization fee of Rs. 5,000/- as authorization fee vide R.No.98/5508 dated 25.06.2024, which is adequate upto 31.03.2029.
As per PPCB office order no. HQ-3/EPA/2023/2799-2815 dated 19.01.2023, it has come to notice the governor of Punjab has notified the following fee for obtaining authorization under the provisions of Bio medical Waste Rules, 2016 which is to be paid the time of submitting the application for obtaining the authorization. The fee is applicable w.e.f. 30.12.2022.
All Non bedded HCFs - Rs. 1000/- (one time)
With Bed capacity 1 to 10 - Rs. 1000/- per annum
With Bed Capacity 11 to 30 - Rs. 2000/- per annum
With Bed Capacity 31 to 50 - Rs. 3000/- per annum
With Bed Capacity 51 to 100 - Rs. 5000/- per annum
With Bed Capacity 101 to 200 - Rs. 10000/- per annum
With Bed Capacity 201 to 500 - Rs. 20000/- per annum
With Bed Capacity 501 & above - Rs. 30000/- per annum
For CBWTF - Rs. 50000/- per annum
The HCF has submitted an agreement of 10 beds executed with the Common Bio Medical Waste Treatment Facility namely M/s Med-Waste Solutions Pvt. Ltd., Village Bidowali, Tehsil Gidderbaha, Distt. Sri Muktsar Sahib for lifting and treatment of Bio Medical waste generated from the HCF having validity upto 02.02.2025.
It is submitted that the HCF was visited by AEE of this office on 26.06.2024 and it was observed as under : -
1. The HCF was in operation and has installed 10 no. beds.
2. The HCF has provided different color coded buckets in its premises 3. The HCF is segregating bio medical waste as per Bio Medical Waste Management Rules, 2016.
4. The HCF has maintained the record for lifting the bio medical waste to the CBWTF.
5. The HCF has provided final waste collection area from where it is disposed off to the facility which is provided with lock and key facility. 6. The HCF is discharging liquid waste after pretreatment into the MC sewer.
7. The HCF has not installed DG set in its premises.
In the present case, the HCF has bed capacity of 10 no. The HCF is disposing effluent into MC Sewer, which is connected with terminal STP.
The hospital has complying with the provisions of Bio-Medical Waste Management Rules, 2016.
Keeping in view of above, it is, therefore, recommended that authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF for 10 beds for a period upto 31.03.2029, subject to suitable conditions and special conditions that: -
1. The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any.
2. The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board.
3. The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 all the time.
