File Note: Earlier, the subject cited HCF has obtained authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/LDHKH/2018/7430089 dated 23/04/2018 valid upto 31/03/2023 for 05 beds only with suitable and special conditions mentioned therein. The HCF is has applied for obtaining Fresh authorization for 0 beds under the Bio-Medical Waste Management Rules, 2016 along with requisite documents through OCMMS. The HCF has deposited BMW authorization fee of Rs. 1000/- vide UTR no. SBIN424185001184 dated 03/07/2024 for 0 beds as required vide Deptt. of Science Technology and Environment, Govt. of Punjab notification no. 485954 dated 06.01.2023 which is adequate. Further, the HCF has submitted agreement signed with M/s Medicare Environmental Pvt. Ltd., Opp. Centeral Jail, Tajpur Road, Ludhiana on 01/04/2023 which is valid upto 31.03.2028 for 0 bed capacity. As per Board’s Office Order No. EPA/2018/04 dated 10/04/2018, the authorization under Bio-Medical Waste Management (Amendment) Rules, 2019 (fresh and renewal) applied by the health care upto 20 beds / dental chairs will be granted by the concerned regional office within 7 days of receipt of complete application without making inspection of those health care facilities. The HCF has also submitted an undertaking that the entire Bio-Medical Waste is lifted by CBWTF except liquid waste and the HCF has also submitted an undertaking that the HCF is pre-treating its liquid waste generated from the lab with hypochlorite solution. As per PPCB office order no. EPA/2018/No. 01 dated 03.01.2018 regarding Grant of Authorization to HCFS under the Bio-Medical Waste Management Rules, 2016, it was decided that if the Health Care Facility is non-bedded, it will be granted one-time authorization under BMW Rules, 2016 with the condition that the HCF will apply for fresh authorization if it becomes a bedded hospital. Keeping in view of the above, it is recommended that one-time authorization under Bio Medical Waste (Management & Handling) Rules, 2016 may be granted to the HCF as per policy of the Board with special conditions as follows: 1. This authorization is valid till HCF remains only as a clinical laboratory and/or a non-bedded OPD facility and in case the HCF intends to provide bedded facility; it shall obtain fresh authorization under BMW Rules, 2016 for bedded Health Care Facility and the authorization granted to the HCF for clinical laboratory and/ or a non-bedded OPD facility will not remain valid in such situation. 2. The HCF shall comply with the Bio-Medical Waste (Management & Handling) Rules, 2016, in true letter & spirit. 3. The HCE shall segregate Bio-Medical Waste as per Bio-Medical Waste (Management & Handling) Rules, 2016 in true letter and spirit all the times. 4. The HCF shall use syringes with fixed needles and shall provide Puncture-proof containers for the collection of sharp waste. 5. The HCF shall treatments liquid waste generated with1-2 % Sodium Hypo-chloride solution, before discharging it. 6. The HCE shall send BMW on a regular basis to the common biomedical treatment facility and shall also maintain the record of the same all the times. 7. The HCE shall provide needle shredder/ cutter for cutting purposes within its premises . 8. The HCF shall renew the agreement with CBWTF before its expiry.
