File Note: The HCF has applied for fresh authorization for 01 dental chair/bed under the Bio-Medical Waste Management Rules, 2016 along with requisite documents through OCMMS. The HCF has deposited BMW authorization fee of Rs. 1000/- vide UTR receipt no. IDIBH24187390868 dated 05/07/2024 for 01 dental chair/ bed as required vide Deptt. of Science Technology and Environment, Govt. of Punjab notification no. 485954 dated 06.01.2023 which is adequate. As per H.O. Patiala Office Order No. EPA/2018/No. 04 dated 10.04.2018 the authorization (fresh/renewal) unde the Bio-Medical Waste Management Rules, 2016 applied by the healthcare facilities upto 20 beds/dental chairs will be granted by the concerned Regional Office within 7 days of receipt of complete application without making inspection of those healthcare facilities. However, the concerned Regional Office shall ensure that no action is pending against the concerned health care facility for violation of the Bio-Medical Waste Management Rules, 2016, Water (Prevention and Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and various rules made there-under. It is intimated that Board has issued Board’s order no. 379 dated 21/10/2023, has decided that the HCF upto 30 beds which are discharging there liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangements/ measures, subject to condition that the HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change (MoEFCC) under Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. In the subject cited case, the HCF has not installed any ETP, however, the HCF falls within the MC limit and connected to terminal STP of Khanna. Keeping in view of the above, it is recommended that one-time authorization under Bio Medical Waste (Management & Handling) Rules, 2016 may be granted to the HCF as per policy of the Board with special conditions as follows: 1. This authorization is valid till HCF remains only as a clinical laboratory and/or a non-bedded OPD facility and in case the HCF intends to provide bedded facility; it shall obtain fresh authorization under BMW Rules, 2016 for bedded Health Care Facility and the authorization granted to the HCF for clinical laboratory and/ or a non-bedded OPD facility will not remain valid in such situation. 2. The HCF shall comply with the Bio-Medical Waste (Management & Handling) Rules, 2016, in true letter & spirit. 3. The HCE shall segregate Bio-Medical Waste as per Bio-Medical Waste (Management & Handling) Rules, 2016 in true letter and spirit all the times. 4. The HCF shall use syringes with fixed needles and shall provide Puncture-proof containers for the collection of sharp waste. 5. The HCF shall treatments liquid waste generated with 10% Sodium Hypo-chloride solution, before discharging it. 6. The HCE shall send BMW on a regular basis to the common biomedical treatment facility and shall also maintain the record of the same all the times. 7. The HCE shall provide needle shredder/ cutter for cutting purposes within its premises. 8. The HCF shall renew the agreement with CBWTF before its expiry.
