It is submitted that the HCF is a 209 dental chairs and 100 beds hospital. Earlier, the hospital was granted authorization under Bio Medical Waste (Management & Handling) Rules, 2016 vide no. BMW/Renewal/SAS/2022/18044332 dated 22.05.2022, valid upto 31.03.2024 309 beds (209 dental chairs and 100 beds) with subject to certain conditions mentioned therein.
The HCF was also granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2022/18044301 dated 16.05.2022 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2019/11521929 dated 21.11.2019, both having validity upto 30.09.2024 with subject to suitable conditions mentioned therein.
Now, the institute has applied for obtaining fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 for 209 dental chairs and 100 beds alongwith requisite documents and fee.
The institute has deposited authorization fee of Rs. 25,000/- vide R. No. 489313201 dated 28.05.2024 and Rs. 75,000/- vide Receipt No. 40/5505 dated 12.07.2024, which is adequate upto 31.03.2029.
The institute was visited by AEE of this office on 04.07.2024 and it was observed that: -
1. The institute is a dental college and Hospital and same was in operation.
2. The institute has also set up general hospital within the premises and containing 100 beds. The institute has installed 209 no. chairs in dental college and hospital.
3. The institute has 01 block containing Dental College & Hospital, Administration, 01 no. common Mess / canteen for Hostlers.
4. In all wards, operation theaters and ICUs, the HCE has adopted colour coding for segregation of biomedical waste as mentioned in the Bio Medical Waste Management Rules, 2016. The hospital has installed needle cutters in each wards/ ICUs.
5. The HCE has executed an agreement with the common Bio-medical Waste Treatment Facility namely M/s Rainbow Environment, Mohali for lifting and disposal of biomedical waste in an environmentally sound manner.
6. The HCE is maintaining the record of biomedical waste got lifted by the operator of the common facility.
7. The hospital has provided common storage room for storage of collected biomedical waste of different categories.
8. The institute has provided arrangement in form of an underground tank for the collection of liquid waste from the dental hospital premises wherein it is being manually dozed with 10% hypochlorite solution and then channelized to STP for further treatment.
9. The institute has installed a STP for treatment of domestic effluent from the institute premises. The institute has submitted effluent analysis results from Chandigarh Pollution Testing Laboratories on dated 01.07.2024 and the results are as under: -
pH= 7.58, TDS= 396 mg/l, TSS= 16.4 mg/l, COD= 60.0 mg/l, BOD= 23.1 mg/l, O&G= 2.2 mg/l, Bioassay= 90% survival of fish after 96 hours in 100% effluent.
As per analysis results all the parameters are found within the prescribed limits of the Board.
10. The HCF is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Keeping in view of the above, it is recommended that authorization under Bio Medical Waste (Management & Handling) Rules, 2016 may be granted upto 31.03.2029 with suitable conditions as per policy of the Board and special conditions that: -
1. This BMW authorization is valid for 209 dental chairs and 100 beds only. The HCF will apply for fresh authorization if it increased its bed/dental chair capacity.
2. The HCF will submit effluent analysis result report from Board’s lab within 1 month.
3. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board.
4. The HCF shall ensure to comply with the effluent standards as notified and Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any.
5. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV within 1 month.
6. The HCF will maintain proper record of generation and lifting of bio-medical waste.
7. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
8. The HCF shall obtain other statutory approvals required from other departments, if any.
