Subject: Application for obtaining fresh authorization under Bio-Medical Waste Management Rules, 2016 - M/s Sehat Hospital (Previously Known as Sehat Children Hospital), HCF-145, Urban Estate, Ph-1, Jamalpur, Ludhiana.
Reference: HCF's online application ID no. 26196755 dated 10/07/2024.
Earlier, the subject cited HCF has obtained authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/LDH1/2023/22402818 dated 12/07/2023 valid upto 31/12/2023 for 15 beds with special condition that the HCE/CBWTF shall discharge its effluent after treatment as prescribed under the Rules.
Now, the HCF has applied for obtaining fresh authorization under the provisions of the Bio-Medical Waste Management Rules, 2016 for 15 beds. The HCF has entered into an agreement with by M/s Medicare Environmental Management Pvt. Ltd., Ludhiana for collection, transportation, treatment and disposal of bio-medical waste generated by it. The agreement is valid upto 31/03/2027.
The hospital was visited by undersigned on 12.07.2024 and observed as under:
1. The HCF was in operation and has capacity of 15 beds.
2. The HCF has made an agreement with the common facility M/s Medicare Environmental Management (P) Ltd., Ludhiana for lifting of its Bio-medical Waste.
3. The HCF is adopting the proper color-coding as per Bio-medical Waste (Management) Rules, 2016 & segregating its Bio-medical Waste as per Bio-medical Waste (Management) Rules, 2016.
4. The HCF has provided a needle shredder & sharp waste was handled in punctured proof container.
5. The HCF was maintaining record of BMW generation & the lifting of Bio-medical Waste by common facility M/s Medicare Environmental Management (P) Ltd., Ludhiana.
6. The liquid waste generated is treated with 10 % sodium hypo chloride solution & then discharged into sewer.
7. No action is pending against the concerned healthcare facilities for violation of Bio Medical Waste Management Rules, 2016, Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986.
8. The industry has earlier deposited Rs 10,000/- vide UTR No. N108232422630598 dated 18/04/2023 under Bio-Medical Waste Management Rules, 2016, which is valid upto 31.12.2027.
The HCF is complying with provisions of Bio-Medical Waste Management Rules, 2016.
As per PPCB office order no. 379 dated 23.10.2023, it has been decided that HCFs up to 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangement, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-medical Waste Management Rules, 2016 as amended up to date and subsequent amendments, if any.
Keeping in view of above mentioned facts, if approved, the authorization may be granted upto 30/06/2025 with the usual conditions and the following specific condition:
• The HCF will comply with effluent standards as mentioned in Bio-Medical Waste Management Rules, 2016.
• The HCF will apply for fresh authorization if it increases its bed capacity or dental chairs.
• The HCF shall apply for obtaining 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, within one month.
• The HCF shall get its effluent sample analyzed from Board's lab/PBTI within one month.
• The HCF shall renew its Agreement with Common Bio Medical Treatment Facility at the earliest before its expiry and submit the same in this office.
