Sir RO has reported that the industry is a wheat storage unit and was granted authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for Collection, Generation, Storage, Disposal of Hazardous Waste category 5.1 @ 0.045 KL/Annum issued vide no. HWM/renew/ASR/2019/9677695 dated 15/07/2019, valid up to 30/06/2024 with usual terms & conditions. Now, the industry has applied for renewal of authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. The industry has submitted the copy of agreement made with the authorized recycler M/s Aggarwal Manufacturing Co., Plot No.10, Focal Point, Ludhiana for the disposal of HW category 5.1. The industry has also submitted annual return in form-iv and manifest issued from the facility regarding lifting of HW category 5.1 @ 450 liter on dated 21.08.2023. The industry was visited by officer of this office on 10/07/2024 and observed as under:- 1. The industry is a wheat storage unit consisting of 4 no. silos having storage capacity 50,000 Metric Tonne. 2. The industry has provided storage facility/room of size about 40ft x 30ft x 30ft with cemented floor for the storage of its Hazardous Waste of category 5.1. 3. The industry has installed one no. D.G set of capacity 380 KVA which is provided with canopy and adequate stack height and same is source of generation of hazardous waste of category 5.1. 4. The industry has provided storage room with lock and key arrangement and danger sign. 5. The Hazardous Waste storage room is impervious. 6. The industry has stored approx. 90 liter of HW Category 5.1 in storage room in HDPE containers. 7. The record of the Hazardous Waste has been maintained. The industry is complying with the conditions of consents granted earlier under both Acts, which are valid up to 31/12/2028 and also complying with the conditions of the authorization granted under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
RO has recommended that renewal authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, for Collection, Generation, Storage, Disposal of Hazardous Waste category 5.1 @ 0.045 KL/Annum may be granted to the industry for further five years with usual terms & conditions and special condition that the industry shall renew its agreement with the authorized recycler time to time.
In view of above, it is recommended that renewal authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, for Collection, Generation, Storage, Disposal of Hazardous Waste category 5.1 @ 0.045 KL/Annum may be granted to the industry for further five years with usual terms & conditions and special condition that the industry shall renew its agreement with the authorized recycler time to time.
