File Note: It is submitted that the Hospital was earlier granted fresh authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Fresh/SAS/2023/21174295 dated 05.04.2023 which was valid upto 22.02.2024 for 100 beds subject to certain terms and conditions mentioned therein. Now, the Hospital has applied for fresh authorization under the Bio-Medical Waste Management Rules, 2016 for 300 beds alongwith requisite documents. The brief detail of the case applied by the healthcare facility is as under:- 1. The Hospital has submitted the Location Plan of the HCF. 2. The Hospital has made an agreement with M/s Rainbow Environments Pvt. Ltd., Village Balyali, Tehsil Kharar valid upto 14.02.2025 for 300 beds. 3. As per record of this office, no action is pending against the health care facility for violation of the (Prevention and Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986. 4. The Hospital has submitted BMW Annual report lifted by M/s Rainbow Environments Pvt. Ltd., Mohali. The hospital has deposited Rs. 20000 vide UTR No. ICIB241430022739 dated 22.05.2024 under Bio-Medical Waste Management Rules, 2016. The fee deposited by the hospital is adequate for two years. It is further submitted that the Hospital has obtained consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/PBIP/SAS Nagar/2024/2402403108 dated 15.05.2024 which is valid upto 31.12.2024 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/PBIP/SAS Nagar/2024/2402327827 dated 15.05.2024 which is valid upto 31.12.2024 for hospital having 300 beds capacity subject to certain terms and conditions mentioned therein. The site of the hospital was visited by undersigned on 08.05.2024. During the visit, it was observed as under: 1. The hospital was in operation. 2. The hospital has installed 300 beds. 3. The hospital has provided OPDs, radiation, oncology radiology & surgical oncology unit, microbiology & pathology labs and OT. 4. The hospital has provided colour coded bins for storage of biomedical waste in wards, day cares & emergency. 5. The hospital has provided final storage room for bio medical waste & has executed an agreement with M/s Rainbow Environments Pvt. Ltd. for disposal of BMW. 6. The hospital has provided ETP of capacity 30 KLD and its treated wastewater is discharged into inlet collection tank of STP (270 KLD). The hospital has provided STP of capacity 270 KLD for hospital and hostel for doctors / nurses & another STP for Dharamshala of capacity 30 KLD, all were in operation during visit. 7. The hospital is disposing of the treated wastewater onto land for plantation & reusing in cooling tower. 8. The hospital has also provided provisions for reuse in flushing also. 9. The hospital has provided watermeters on pipelines carrying treated water for flushing, gardening & cooling tower. 10. During the visit, no flow was observed from the final outlet of ETP as well as STP, therefore, samples could not be collected. 11. The hospital has constituted bio medical waste management committee and monthly meetings are being held. Record of minutes is being maintained. 12. The hospital is providing regular training to its staff regarding Bio-Medical Waste Management Rules, 2016. 13. All hospital staff is vaccinated. 14. No accident / injury is reported till date. 15. The hospital has installed mechanical composter of capacity 250 kg/day for the treatment of wet biodegradable solid waste. 16. The hospital has installed 2 borewells and watermeters are provided and maintaining their record. The hospital has submitted analysis report of effluent samples (STP outlet) carried out by NABL approved laboratory i.e. M/s Centre for Environment and Food Technology Pvt. However, the hospital has not submitted analysis results of bio-assay parameter. In view of the above, may if approved, it is recommended that authorization under Bio-Medical Waste Management Rules, 2016 may be granted upto 21.02.2026 subject to suitable conditions and following additional conditions that: 1. The hospital shall apply for fresh authorization under Bio-Medical Waste Management Rules, 2016 in case its increase its beds capacity. 2. The hospital shall segregate its bio medical waste at the generation point sources. 3. The hospital shall dispose off bio-medical waste to the common bio-medical facility within 48 hours. 4. The hospital will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 5. The hospital shall renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board. 6. The hospital shall comply with the Bio-Medical Waste Management Rules, 2016. 7. The hospital shall operate its ETP/ STP regularly and efficiently. 8. The hospital shall submit analysis results for bio-assay parameter at the outlet of ETP-cum-STP within 01 month.
