File Note: It is submitted that earlier the hospital was granted authorization under Bio Medical Waste Management Rules, 2016 vide online reference no. BMW/Renewal/GRP/2023/18324472 dated 21/08/2021 which was valid upto 29/02/2024 for 80 authorized beds. Now, the hospital has applied for obtaining renewal authorization under Bio Medical Waste Management Rules, 2016 through OCMMS (for 80 authorized beds). The hospital has already deposited Rs. 25,000/- vide UTR No. N186232532272796 dated 05/07/2023 under Bio Medical Waste Management Rules, 2016 fee, which is adequate for five year period upto 30/09/2027. The hospital has submitted copy of latest granted authorization, ownership, bed capacity copy of agreement, site plan/location plan. The HCF has entered into an agreement with M/s Bio-Medical Waste Treatment Plant Pvt. Ltd. Village- Pangoli, Pathankot for collection, transportation, treatment and disposal of Bio-Medical Waste generated by it. The HCF has installed STP for treatment of effluent being generated from the hospital. The hospital is having bed capacity of 80 nos. and competency to decide the case lies with Senior Environmental Engineer. The HCF has already submitted copy of completion certificate of ETP of capacity @ 50 KLD installed for treatment of effluent being generated from the hospital. It is further intimated that the air effluent samples of the HCF were collected from the STP installed by the HCF and sent to Lab, Jalandhar and as per analysis report issued by the lab vide letter no. 1585-87 dated 17/05/2024 parameters are pH @ 8.2, TSS (mg/I) @ 14, TDS (mg/I) @ 531, COD (mg/I) @ 62, BOD (mg/I) @ 16, O&G (mg/I) BDL and Bioassay @ 90% Survival of fish in 100% effluent after 96 hours all parameters within the prescribed limits of the Board. The HCF was visited by the Officer of the Board on 12/07/2024 and it was observed as under:- 1. The HCF is a Govt. Hospital comprising of 80 no. of beds. 2. The hospital has provided colour coded bins for collection of bio medical waste. 3. The hospital has installed ETP of capacity 50 KLD and same was found operational. 4. Aeration was operational. 5. Pump motor provided with sludge separation line from clarifier was provided. 6. Chemical dosing system was also found operational. 7. The HCF has installed 03 nos. DG sets of capacity 62, 62 & 82 KVA which are provided with canopy. 8. The compliance of BMW Rules, 2016 were also verified and HCF found complying. In view of the above, it is recommended that authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the HCF for a period upto 30/09/2027 for 80 authorized beds subject to suitable conditions along with special conditions:- 1. The HCF shall comply with the Bio-Medical Waste (Management & Handling) Rules, 2016, in true letter & spirit and shall submit the compliance report. 2. The HCE shall provide adequate arrangements for the collection and disposal of Municipal solid waste as per the solid waste management rules 2016. 3. The HCE shall segregate Bio Medical Waste as per Bio-Medical Waste (Management & Handling) Rules, 2016 in true letter and spirit all the times. 4. The HCF shall use syringes with fixed needles and shall provide Puncture proof containers for the collection of the sharp waste. 5. The HCF shall treat its liquid waste generated with 1-2 % Sodium Hypo-chloride solution, before discharging it. 6. The HCE shall send BMW on regular basis to common bio medical treatment facility and shall also maintain the record of the same all the times. 7. The HCE shall provide needle shredder/ cutter for cutting purpose within its premises. 8. If the HCE generate waste hypo- fixer solution and X-ray films, then HCE will make an agreement with M/s Malana Silver Nitrate Recycling unit, Village Rampur Gujran, Tehsil Moonak, Distt. Sangrur for lifting and disposal of same. 9. The HCF will renew its agreement for lifting of Bio-medical waste with CBMWTF as and when required and will submit the same in Punjab Pollution Control Board, Regional Office, Batala.
