File Note: Earlier, the subject cited HCF has obtained authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/LDHKH/2023/22102217 dated 08/06/2023 valid upto 31/12/2023 for 450 number of patients per month (for HCF) only with suitable and special conditions mentioned therein. Now, the HCF is has applied for obtaining Fresh authorization for 05 beds under the Bio-Medical Waste Management Rules, 2016 along with requisite documents through OCMMS. The HCF has deposited BMW authorization fee of Rs. 1000/- vide UTR no. CBINH24163577902 dated 11/06/2024 and Rs. 4000/- vide UTR no. 226974220 dated 15/07/2024 for 05 beds as required vide Deptt. of Science Technology and Environment, Govt. of Punjab notification no. 485954 dated 06.01.2023 which is valid upto 31/12/2028 for 05 beds. Further, the HCF has submitted agreement signed with M/s Medicare Environmental Pvt. Ltd., Opp. Centeral Jail, Tajpur Road, Ludhiana on 01/04/2023 which is valid upto 31/03/2028 for 05 bed capacity. As per Board’s Office Order No. EPA/2018/04 dated 10/04/2018, the authorization under Bio-Medical Waste Management (Amendment) Rules, 2019 (fresh and renewal) applied by the health care upto 20 beds / dental chairs will be granted by the concerned regional office within 7 days of receipt of complete application without making inspection of those health care facilities. The HCF has also submitted an undertaking that the entire Bio-Medical Waste is lifted by CBWTF except liquid waste and the HCF has also submitted an undertaking that the HCF is pre-treating its liquid waste generated from the lab with hypochlorite solution. It is intimated that Board has issued Board’s order no. 379 dated 21/10/2023, has decided that the HCF upto 30 beds which are discharging there liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangements/ measures, subject to condition that the HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change (MoEFCC) under Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. In the subject cited case, the HCF has not installed any ETP. However, the HCF falls within the MC limit and it is connected to terminal STP of Khanna. It has submitted sewerage connection copy dated 31/03/2020 issued by Municipal Council, Khanna as documentary evidence. Keeping in view of above-mentioned facts, if approved, the authorization under the BMW Rules, 2016 may be granted upto 31/12/2028 with the usual conditions and the following specific condition: 1. This BMW authorization is valid for 05 beds only. The HCF will apply for fresh authorization if it increased its Chair/bed capacity. 2. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board. 3. The HCF shall apply for obtaining 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, within one month. 4. The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change (MoEFCC) under Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. 5. The authorization is valid for category and quantity of bio medical waste as mentioned in the certificate. If in case the HCF starts generating bio medical waste more than authorized quantity for any category it shall obtain fresh authorization from the Board. 6. The HCF shall treatments liquid waste generated with 10 % Sodium Hypo-chloride solution, before discharging it. 7. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 31thDecember every year. 8. The HCF will maintain proper record of generation and lifting of bio-medical waste. 9. There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.
