It is submitted that the establishment M/s JGG Traders Private Limited has submitted its documents for obtaining fresh one-time authorization for import of Scrap/other waste material as specified in Part D of Schedule – III of Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 as per Punjab Pollution Control Board office order no. 349 dated 08/06/2021.
The establishment has deposited Rs. 5,000/- vide online R. no. 254200616 dated 24.06.2024 as one-time registration fees as per the revised fee structure decided by the Board. The establishment has submitted following documents:
1. The establishment M/s JGG Traders Private Limited has sought one-time authorization for the import of scrap @ 5000 MT. Description of waste to be imported is Aluminium scrap @ 1000 MT, Copper scrap @ 1000 MT & Iron and steel scrap @ 3000 MT (categorized in B1010) which is categorized under Part D of Schedule-III.
2. The godown, as per GST certificate and application, is situated in Backside Aerocity, Mohali, Block H, village- Kishanpura, SAS Nagar.
3. The project proponent has submitted rent agreement has been executed between Mrs. Madhu Bala and M/s JGG Traders Private Limited through its Director Jagmeet Singh.
4. No machinery for carrying out any manufacturing activity has been installed at the site as observed during visit on 12.07.2024.
5. GST registration certificate no. 03AAGCJ2268L1ZG, Import and Exporter code issued by Directorate General of Foreign Trade having IEC no. AAGCJ2268L.
6. The project proponent has submitted list of actual users as under:
a. AMT Alloys Pvt. Ltd., Village – Dugri, Malerkotla.
The plot was visited by under-signed on 12.07.2024 and contacted Sh. Jagmeet Singh, Director (9876628476). The project proponent has their office Backside Aerocity, Mohali, Block H, village- Kishanpura, SAS Nagar and godown in Backside Aerocity, Mohali, Block H, village- Kishanpura, SAS Nagar. The godown is a small room of size 60 ft * 40 ft.
In view of above-mentioned facts, may, if approved, M/s JGG Traders Private Limited, Backside Aerocity, Mohali, Block H, village- Kishanpura, SAS Nagar. having IEC code AAGCJ2268L, PAN no. AAGCJ2268L, GST Registration no. 03AAGCJ2268L1ZG be granted one-time authorization for import of scrap listed at sub Basel no. 1010 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 upto 30/06/2029, subject to general conditions mentioned in OCMMS and additional condition as under:
1) The importer shall get the validity of the rent deed of the Backside Aerocity, Mohali, Block H, village- Kishanpura, SAS Nagar extended well before expiry and submit to Board.
2) The importer shall submit the details of each consignment to be imported through OCMMS atleast one month in advance along with online deposit of prescribed fee @ 30/- per Metric Ton (MT).
3) The importer of the hazardous and other wastes shall maintain records of the hazardous and other waste imported by him in Form 3 of Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 and the record so maintained shall be made available for inspection.
4) The importer shall furnish the required information as per Form 6 to the Customs authorities, accompanied with the following documents in addition to those listed in Schedule VIII:
(a) the import license from Directorate General of Foreign Trade, if applicable;
(b) one time authorisation of PPCB in Form 7
(c) Pre-shipment inspection certificate issued by the inspection agency of the exporting country or the inspection and certification agency approved by Directorate General of Foreign Trade
(d) The chemical analysis report of the waste being imported;
(e) An acknowledged copy of the annual return filed with concerned State Pollution Control Board for import in the last financial year
5) The importer shall submit quarterly returns by 7th of succeeding month for the imported scrap during the last quarter indicating details of the authorized actual users (having valid consent under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and authorization under Hazardous & Other Wastes (Management & Trans boundary Movement) Rules, 2016 ) to which the imported material has been supplied as per the format prescribed by the Board online.
6) In case of failure to comply with the above or submission of false data online by the trader cum importer, the Board reserves the right to cancel/suspend the One Time Authorization granted without any prior notice.
