It is submitted that earlier, the hospital was granted renewal of Authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/ASR/2023/21681493 dated 12/04/2023, which was valid up to 30/09/2023.
Now, the HCF has applied for obtaining renewal of authorization under Bio-Medical Waste Management Rules, 2016.The HCF has submitted an agreement for lifting, transportation and treatment of Bio medical waste with M/s Amritsar Enviro Care System (P) Ltd, Village- Ibban Kalan, Chabhal Road, Amritsar, which is valid up to 31/12/2026.
The hospital has already deposited Rs. 10,000/- vide UTR No. 000857523980 dated 31/03/2023 as Authorization fee under Bio Medical Waste Management Rules, 2016 as per head office letter no. HQ-3/EPA/2023/2799-2815 dated 19/01/2023, which is adequate up to 31/03/2028.
As per the undertaking submitted by Dr. Pawan Sehgal, Prop, the HCF is 15 nos. bedded hospital and not provided STP / ETP to treat the effluent generated from the hospital premises, however pre-treatment system has been provided. The hospital falls at Haripura, Amritsar within MC limit of MC, Amritsar. Further MC, Amritsar has installed sewerage treatment plant for treatment of domestic effluent of the city.
It is pertinent to mention here that as per Head Office vide order no. 468 dated 31/08/2021 it has decided that the authorization under the Bio-medical Waste Management Rules, 2016 as amended in 2018 and consents to operate under the Water (Prevention and Control of Pollution) Act, 1974/ Air (Prevention and Control of Pollution) Act, 1981 may be granted to all the bedded HCEs located in town and cities and outside by bifurcating the facilities where terminal STPs has been installed, subject to the conditions that the HCF shall analyzed its effluent sample from approved lab.
It is pertinent to mention here that earlier an order regarding the grant of authorization/consents/registration to the bedded HCF/industries has been issued vide Head Office, no. 100 dated 10/03/2023, wherein it is described the stipulations for grant of BMW Authorization under BMW Rules 2016, Consents under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 up to 30/09/2023 and grace time given for the installation of STP subject to the results of treated parameters as mentioned therein. Now in continuation to above orders Board has issued fresh orders vide no. 329 dated 14/9/2023 regarding to Auto generation of renewal of consent to establish / operate / Authorization of any category of Small-Scale industries / projects / Health Care Facilities (up to 50 beds) and Hazardous Waste generating industries. Further as per Office Order no. 379 dated 27.10.2023 the HCF upto 30 bedded having sewer connection with MC sewer with STP at terminal end shall grant consents/authorization of the Board without installing STP as interim arrangement subject to condition that the HCF shall comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-Medical Waste Management Rules, 2016.
In view of the above, may if approved, the renewal authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the HCF up to 31/03/2028 subject to the following special conditions as under:
1. The HCF will submit the waste water analysis report to the Board, within 02 months, where STP at terminal end is installed.
2. The HCF will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.
3. The HCF will submit Annual Report on yearly basis in this office before 31st March every year. |
