File Note: It is submitted that the HCF has applied for obtaining fresh authorization under the Bio-Medical Waste Management Rules, 2016 along with requisite documents i.e. agreement, location plan, etc. for 0 bedded. The HCF has deposited Rs. 1000/- vide UTR no. IBKL240530053232 dated 30.05.2024 as authorization fee under Bio-Medical Waste Management Rules, 2016. The HCF has entered into an agreement with M/s Rainbow Environments Pvt. Ltd., Mohali dated 01.05.2024, for generation, collection, storage and disposal of bio-medical waste generated, which is valid upto 30.04.2029 for 0 bedded hospital. As per the new Bio-Medical Waste Management Rules, 2016, it is pertinent to mention here that a meeting of Core Committee was taken by the Hon’ble Chairman, PPCB on 19.03.2018 in the Committee Room, Head Office, Patiala and proceedings of the same have been received in this office through e-mail. In the said meeting, with regard to grant of authorizations under BMW Rules, 2016 to the HCEs, it was decided as under:- i) The Healthcare facilities up to 20 beds/ dental chairs, the documents to be obtained for getting authorization under the BMW Rules should be bare minimum i.e. location plan, agreement with CBWTF, self-declaration (To be specified by PPCB), copy of last month's manifests etc. ii) The fresh/renewal applications of HCFs' be processed online within one week without any prior inspection subject to the submission of requisite documents by the HCFs'. The Regional Office will also ensure that no action regarding violation of the provisions of BMW Rules is pending against the HCF. Further, as per the Board's office order no. EPA/2018/01 dated 03.01.2018, if the HCF is a bedded hospital and is having less than 50 beds or dental chairs, it is to be granted authorization under BMW Rules, 2016 for a period of 5 years with the condition that the HCF will apply for fresh authorization if it increases its bed capacity or dental chairs. As per Bio Medical Rules, 2016 non bedded occupiers shall dispose infectious liquid wastes only after treatment by disinfection as per Schedule II (6) of the principal rules. As per Bio Medical Rules, 2016 authorization shall be one time to non bedded occupiers. As per the applications the HCF is non bedded one chair facility. As per the record, no action is pending against the HCF Keeping in view of above, it is recommended that one-time authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the HCF with suitable conditions and following specific conditions as under:- 1. This authorization is valid till HCF remains only 0 bed facility and shall obtain revised permission in case its increases bed capacity. 2. The HCF shall comply with the Bio-Medical Waste (Management & Handling) Rules, 2016, in true letter & spirit. 3. The HCE shall segregate Bio-Medical Waste as per Bio-Medical Waste (Management & Handling) Rules, 2016 in true letter and spirit all the times. 4. The HCF shall use syringes with fixed needles and shall provide Puncture-proof containers for the collection of sharp waste. 5. The HCE shall send BMW on a regular basis to the common biomedical treatment facility and shall also maintain the record of the same all the times. 6. The HCE shall provide needle shredder/ cutter for cutting purposes within its premises. 7. As per Bio Medical Rules, 2016 non bedded occupiers shall dispose infectious liquid wastes only after treatment by disinfection as per Schedule II (6) of the principal rules.
