It is submitted that the HCF has applied for obtaining fresh authorization under BMW Rules, 2016 for collection for Generation, Segregation, Collection, Storage and Treatment of bio-medical waste for 10 no. of beds along with the following documents:
1. BMW manifests.
2. Location & site plan.
3. The HCF has submitted an agreement for 10 no. of beds executed with the Common Bio Medical Waste Treatment Facility namely M/s Rainbow Environments Pvt. Ltd. Village Balyali for lifting and treatment of Bio Medical waste generated from the HCF having validity upto 23.03.2026.
4. The HCF has submitted copy of undertaking of bed capacity regarding it has installed 10 number beds.
The HCF has deposited Rs. 1,000/- vide receipt no. 542723836 dated 18.06.2024 and Rs. 1,000/- vide UTR no N186243129294258 dated 04.07.2024 under BMW Rules, 2016. As such the fee deposited by the HCF is adequate upto 28.02.2025.
It is intimated that Board has issued partial modification to earlier Board’s order no. 468 dated 31.08.2021, vide its office order no. 601 dated 16.12.2021 has decided that the HCF upto 50 beds which are discharging there liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangements/ measures, subject to condition that the HCF shall ensure to comply with the effluent standards as notified and Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. However, no specific period mentioned in the said orders.
As per Board’s Office Order No. EPA/2018/04 dated 10/04/2018, the authorization under Bio-Medical Waste Management (Amendment) Rules, 2019 (fresh and renewal) applied by the health care upto 20 beds / dental chairs will be granted by the concerned regional office within 7 days of receipt of complete application without making inspection of those health care facilities.
In view of above, if may approved, it is recommended that authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF upto 28.02.2025 subject to the suitable conditions and following additional conditions as under:-
1. This authorization is valid only for 10 no. beds.
2. The HCF shall apply for fresh authorization under Bio-Medical Waste Management Rules, 2016 in case its increase its beds capacity.
3. The hospital will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same.
4. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
5. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis
6. The HCF shall obtain other statutory approvals required from other departments, if any.
7. The HCF shall comply with the Board’s office order no. 601 dated 16.12.2021 and its subsequent amendments, if any. Competency Environmental Engineer
