The industry is large scale orange category induction furnace unit was granted authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 through vide no. HWM/Fresh/FGS/2023/23921499 dated 07/11/2023 valid upto 31/12/2023 for Generation, Collection, Storage & Disposal of Cat 35.1 @ 110 T/Annum and Cat. 5.1 @ 0.030 KL/Annum.
It is further intimated that the industry was granted consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through vide no. CTOW/Varied/FGS/2024/25927654 dated 11/07/2024 and CTOA/Varied/FGS/2024/25927430 dated 11/07/2024 both are valid upto 30/09/2027for the manufacturing of Round, Bars, Flats etc. @ 18.0 TPH Ingot, Billets @ 84 MTD.
Now, the industry has applied for fresh authorization under the Hazardous and Other Wastes (Management and Trans-Boundary Movement) Rules, 2016 for generation, collection, storage & disposal of hazardous waste of category 35.1 @ 110 TPA, category 5.1 @ 0.030 KL/Annum.
Accordingly, the industry was visited by the undersigned on 08/07/2024 and it was observed as under:
1. The industry was operation during the visit.
2. The industry is engaging in the manufacturing of Round, Bars, Flats etc. @ 18.0 TPH Ingot, Billets @ 84.0 MTD by using Ingot, Billets etc. @ 20.0 TPH Melting Scrap @ 92.0 MTD.
3. The industry has provided impervious storage room storage of hazardous waste. The capacity of storage room is sufficient to store hazardous waste for 2-3 years.
4. The industry has entered into an agreement with R.P. Multimetals Pvt. Ltd (Unit-II) for shifting of hazardous waste and Cat. 5.1 @ with BRS Lubricants.
5. The industry has lifted its hazardous waste of Cat. 35.1 @ 6.955 MT to M/s Madhav KRG Environmental Solutions Private Limited through vide manifest no. 295 dated 18/07/2024.
6. Presently, approx. 8.0 Tons of Cat. 35.1 hazardous waste is lying stored in storage facility provided within the premises and is as per record maintained by the industry.
7. The industry has installed 2 no of DG sets of capacities 125 KVA and 40 KVA therefore, the industry has applied for hazardous waste in category 5.1 @ 0.030 KL/Annum.
8. The industry has submitted annual return in Form-IV and submit the record of hazardous waste.
9. The industry has already provided danger sign on storage room & Environmental data Board near the main gate.
The site of industry falls in industrial zone as per the Master Plan of Mandi Gobindgarh and the industry is complying with the provision of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
In view of above, if approved it is recommended that the authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for generation, collection, storage & disposal of hazardous waste of category 35.1 @ 110 TPA, category 5.1 @ 0.030 KL/Annum may be granted upto 30/09/2027 (as consent validity) with suitable condition and special conditions as under:
1. The industry shall dispose off its Hazardous waste to the authorized recycler/re-processor having valid Registration Certificate-cum-Pass Book from Punjab Pollution Control Board and valid authorization of the Board under the said Rules and 'consents to operate' under the Water Act, 1974 and the Air Act, 1981.
2. The industry shall apply for authorization before the expiry of previous authorization of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
3. The industry shall handle the Hazardous Waste(s) strictly in accordance with the provisions of the Hazardous & Other Wastes (Management and Transboundary Movement) Rules, 2016 and guidelines issued by Central Pollution Control Board / Ministry of Environment & Forests and Climate Change, New Delhi.
4. The occupier/operator of a facility shall send annual returns to the Board in form-4 on or before 30th day of the June following to the financial year to which that return relates.
5. The Authorized person shall report, about the accident which occurs at the hazardous waste storage/treatment site immediately to the Board.
6. An occupier who is generating hazardous waste shall store his waste category wise on site in environmentally sound manner till its treatment.
7. An occupier /generator shall not store hazardous wastes in open ground. It must be stored in an isolated site away from plant operational area.
8. The storage tank/container of the hazardous wastes should be in good condition and made of (or lined with) an appropriate material which does not react with the waste contained in it and can withstand the physical and environment conditions during storage and handling.
9. The occupier generating hazardous waste shall provide the required safety devices like safety mask, goggles, hand-gloves, gum boots etc. to the workers for handling the hazardous waste. The occupier shall impart training to the personnel/workers for handling and storage of hazardous wastes.
10. There should be sufficient & efficient provisions to avoid under ground water contamination from waste storage of hazardous wastes
11. The occupier shall be responsible for any damage of life/or property during storage of his waste and will obtain Public Liability Insurance, wherever applicable.
