The industry was granted Authorization under the Hazardous Waste & Other Wastes (Management & Trans-boundary Movement) Rules, 2016 vide no. HWM/renewal/LDH3/2020/12413764 dated 15.06.2020 valid upto 30.06.2024 for generation of Hazardous Waste of Category 4.1 (Oil sludge or emulsion) @ 39 TPA and Category 4.5 (Spent clay containing oil) @ 39 TPA……………………..
Now, the industry has applied for Authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 for handling /collection/reception/treatment/transport/storage/recovery/processing of Hazardous waste of Category 5.1 (Used or spent Oil) @ 2100 KL/year (used engine oil, lubricant oil, used DG set oil, hydraulic oil and used spent oil), Category 5.1 (Used or spent Oil) @ 1200 KL/year (transformer oil), Category 5.2 (Waste/ residue containing oil) @ 1200 KL/year and generation/storage/ /disposal of hazardous waste of Category 4.1 (-Oil sludge or emulsion) @ 78 TPA and Category 4.5 (Spent clay containing oil) @ 78 TPA……………………..
The industry has been granted actual user certificate vide no Regn/PPCB/2020-25/F-180 dated 26.2.2020 valid upto 25.2.2025 for the reprocessing/re-refining of used insulated oil (Transformer Oil) @ 7000 ltrs/day, Lubricant Oil (Used Engine Oil) @ 4000 Ltrs/day.…………………….
The industry was visited by AEE of RO on 03.07.2024 and it has been reported as under: …………………….
1) The industry was in operation.
2) The industry has installed 03 kettles of capacity 15000 Liter/day refining of used oil.
3) The industry is lifting hazardous waste of Category 5.1 (Used or spent Oil) @ 2100 KL/year (used engine oil, lubricant oil, used DG set oil, hydraulic oil and used spent oil), Category 5.1 (Used or spent Oil) @ 1200 KL/year (transformer oil) and category 5.2 (Waste/ residue containing oil) @ 1200 KL/year as its raw material.
4) The industry is generating hazardous waste of, category 4.1 (Oil sludge or emulsion) and category 4.5 (Spent clay containing oil) from its process.
5) The industry has made an agreement with the M/s Bharat Oil Company, Sahibabad Industrial Area, Ghaziabad, UP for the disposal of its hazardous waste of category 4.1 (-Oil sludge or emulsion) and category 4.5 (Spent clay containing oil).
6) The industry has lifted hazardous waste of category 4.1 (-Oil sludge or emulsion) @ 8400 Kg on 20.06.2024, 7520 Kg on 25.04.2024 & 7650 Kg on 25.01.2024 and category 4.5 (Spent clay containing oil) @ 7450 Kg on 20.06.2024, 6870 Kg on 25.04.2024 & 7500 Kg on 25.01.2024 to M/s Bharat Oil Company, Sahibabad Industrial Area, Ghaziabad, UP.
7) The industry has constructed the hazardous waste room of size 15’x19’x14’ for the storage of the hazardous wastes. 8) The industry has provided danger sign at the outside of hazardous waste room.
9) The industry has submitted approved building plan from architect approved by Director of Factories, PB.
10) The industry has already submitted land use certificate issued by ATP, Municipal Corporation, Ludhiana vide no. 1517/ATP-B/D dated 08.08.2018 stating that the site is for industrial use as per Approved Master Plan.
11) The industry has applied for Varied 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981, which have been processed separately……………………..
A clarification was raised to the industry to clarify the quantities for which red book has been applied. Now, Regional Office has reported that the industry has submitted that the requirement of Red-book cum passbook for HW category wise 5.1 (used oil/used engine oil/lubricants oil/used d.g set oil/used spent oil/waste oil/hyrdoulic oil) @ 1200 KL/Annum , HW category wise 5.1 (insulated oil (transformeroil) @ 2100 KL/ Annum & HW Category 5.2 (waste or rasidue containing oil) @ 1200 KL/ Annum as Raw material…………………………………...
In view of above, it is recommended as under:
A) Authorization under Hazardous Waste & Other Wastes (Management & Trans-boundary Movement) Rules, 2016 may be granted to the industry for period upto 30.06.2029 for handling /collection/reception/treatment/transport/storage/recovery/processing of Hazardous waste of Category 5.1 (used oil/used engine oil/lubricants oil/used d.g set oil/used spent oil/waste oil/hyrdoulic oil) @ 1200 KL/Annum, Category 5.1 (insulated oil (transformeroil) @ 2100 KL/ Annum, Category 5.2 (Waste/ residue containing oil) @ 1200 KL/year and generation/storage/ /disposal of hazardous waste of Category 4.1 (-Oil sludge or emulsion) @ 78 TPA and Category 4.5 (Spent clay containing oil) @ 78 TPA subject to suitable conditions alongwith special conditions as under:
1) The industry shall comply with the manufacture, storage and import of Hazardous Chemical Rules, 1989 (as amended) and submit the details on onside emergency plan, safety reports and safety audit reports in accordance with the manufacture, storage and import of hazardous chemical rules, 1989, in case the industry or installation handling hazardous chemicals quantity equal to or more than the threshold quantity specified in the said rules.
2) The industry shall provide adequate arrangement for fire fighting and against any accidental leakage/discharge of any air pollutant/gas/ liquids from the vessels, mechanical equipment's etc, which are likely to cause environmental pollution. The industry to obtain necessary permissions from the concerned authorities like Municipal Corporation, Ludhiana and Deptt. of Labour/Director of Factories, Punjab with respect to the above safety measures.
B) Red book/Passbook may be issued to the industry for handling/processing of Hazardous waste of Category 5.1 (used oil/used engine oil/lubricants oil/used d.g set oil/used spent oil/waste oil/hyrdoulic oil) @ 1200 KL/Annum, HW category wise 5.1 (insulated oil (transformeroil) @ 2100 KL/ Annum & HW Category 5.2 (waste or rasidue containing oil) @ 1200 KL/ Annum……………………………….
