The HCF was granted authorization vide no. BMW/Renewal/MNS/2023/24085717 dated 11.11.2023 for 10 bed capacity which was valid upto 31.03.2024.
The HCF was granted consent to operate under the Water Act, 1974 and Air Act, 1981 which are valid upto 31.03.2029.
The HCF has applied for obtaining renewal of authorization under the Bio-Medical Waste Management Rules, 2016 through OCMMS for 10 bed capacity with requisite documents and has been deposited fee of Rs. 18000/- [Rs. 13000/- vide online R. No N130242159831010 dated 09.05.2024 under the Water Act, 1974 (obtained CTO under Water Act, 1974) and Rs. 5000/- vide online R. No. N130242261758009 dated 09.05.2024] under the BMW Rules, 2016 as authorization fee) which is adequate upto 31.03.2029.
As per PPCB office order no. HQ-3/EPA/2023/2799-2815 dated 19.01.2023, it has come to notice the governor of Punjab has notified the following fee for obtaining authorization under the provisions of Bio medical Waste Rules, 2016 which is to be paid the time of submitting the application for obtaining the authorization. The fee is applicable w.e.f. 30.12.2022. All Non bedded HCFs - Rs. 1000/- (one time) With Bed capacity 1 to 10 - Rs. 1000/- per annum With Bed Capacity 11 to 30 - Rs. 2000/- per annum With Bed Capacity 31 to 50 - Rs. 3000/- per annum With Bed Capacity 51 to 100 - Rs. 5000/- per annum With Bed Capacity 101 to 200 - Rs. 10000/- per annum With Bed Capacity 201 to 500 - Rs. 20000/- per annum With Bed Capacity 501 & above - Rs. 30000/- per annum For CBWTF - Rs. 50000/- per annum.
The HCF has submitted an agreement of 10 beds executed with the Common Bio Medical Waste Treatment Facility namely M/s Med-Waste Solutions Pvt. Ltd., Village Bidowali, Tehsil Gidderbaha, Distt. Sri Muktsar Sahib for lifting and treatment of Bio Medical waste generated from the HCF having validity upto 01.04.2025.
Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc lies with the Environmental Engineer of the Regional Office's. The Board vide order No. 379 dated 23.10.2023 has decided that the HCF upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limit of town where terminal STP have been installed shall be granted consent to operate as well as authorization without installation of individual ETP as an interim arrangement subject to the condition that HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended upto dated and subsequent amendments if any.
In the present case, the HCF has bed capacity of 10 no.
The HCF is disposing effluent into MC Sewer, which is connected with terminal STP.
The hospital has complying with the provisions of Bio-Medical Waste Management Rules, 2016.
Keeping in view of above, it is, therefore, recommended that authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF for 10 beds for a period upto 31.03.2029, subject to suitable conditions and special conditions that: -
1. The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any.
2. The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board.
3. The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 all the time.
