It is submitted that industry is Small scale and red category unit and was granted authorization expired on 18.06.2023 for category 5.1 @ 0.2 KL/Annum. Thereafter, industry was issued show cause notice for violation of provisions of the Hazardous and Other Wastes Rules, 2016 with an opportunity of personal hearing before Senior Environmental Engineer on 26.04.2024 in which following decisions were taken:- 1. The industry shall comply with all observations within 7 days. 2. The Environmental Engineer, Regional Office-2, Ludhiana shall verify submission made by the industry and send further recommendations in the matter. Now, the industry has applied for fresh authorization under the Hazardous and Other Wastes Rules, 2016 for Category 5.1 @ 0.2 KL/Annum , 5.2 @ 2.4 T/Annum, 5.3 @ 2.4 T/Annu m, 12.2 @ 3.6 T/Annum, 12.5 @ 7.2 T/Annum, 12.8 @ 1.8 T/Annu m, 33.1 @ 600 Number/ Annum alongwith required documents.
The industry was visited by RO on 09.07.2024 and it was reported as under: - 1. The industry is engaged in manufacturing of hydraulic pipe fittings. 2. The manufacturing process involves: MS Round - Cutting - Phosphating - Annealing - Caustic Cleaning - Phosphating - Cold Forging - Machining - Caustic Clean - Zinc Plating - Packaging. 3. The industry is generating hazardous waste of categories 5.1, 5.2, 5.3, 12.2, 12.5, 12.8 and 33.1. 4. It has made an agreement with M/S Nimbua Greenfield (Punjab) Association, Nimbua vide Membership No. 3189 conveyed vide No. NGPA/F&F/2K23-2K24/11939 dated 15th July, 2023 for Cat. No. 5.2 @ 2.4 TPA, Cat.No 5.3@2.4 TPA, Cat.No.12.2 @ 3.6 TPA, Cat.No 12.5@7.2 TPA and 12.8 @ 1.8 TPA. 5. It has made an agreement with M/S Satkar Oil Co., Focal Point, Ludhiana for Cat.No. 5.1 which is valid upto 1/2025 and with M/S Lucky Steel Works, 794/4, IA-B, Ludhiana for Cat.No. 33.1 which is valid upto 27.12.2024. 6. The industry is maintaining record regarding generation and lifting of hazardous waste of all the categories. As per record maintained by the industry the category wise of Hazardous was found stored as under:- Cat.No. 5.1= 48 lts. Cat.No. 5.2= 1931 Kg. Cat.No. 5.3=197 Kg. Cat.No. 12.2=878 Kg. Cat.No. 12.5=914 Kg. Cat.No. 12.8= NIL. Cat.No. 33.1= 24 Nos. 7. The industry has provided 2 Hazardous Waste Storage Room of size 10’*7’-4”*10’ each and 1 HW Storage room of size: 9’-5”*7’-4”*10’ with lock and key facility. 8. It has provided danger sign outside the Hazardous waste storage room. 9. It has provided environmental data board of size 6’ X 4’ at the main gate of the industry. 10. The industry is complying with the provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
In view of the above, it is recommended that the authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 may be granted to the industry for 5 years with usual conditions, please. (Category - Red, small) (Competency - SEE)
