Subject: Application for fresh of authorization under the Bio-Medical Waste Management Rules, 2016.
In this regard it is submitted that the HCF was granted authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/RPN/2021/17512094 dated 15/12/2021 valid upto 31/03/2026 for 20 beds, subject to the conditions mentioned therein. Now, the HCF has applied for fresh authorization for 35 bed capacity.
It has submitted the copies of agreement executed with CBWTF for 35 beds valid upto 24.08.2025, annual report, waste lifting slips, previous authorization certificate, completion certificate, previous consents certificate, Location plan, site plan, Undertaking regarding proprietorship / bed capacity.
The HCF has deposited the authorization fee of Rs. 15,000/- vide UTR No. N201243159939898 dated 19.07.2024, which is adequate upto 31.12.2027.
Further, the HCF was visited by the undersigned of this office on 24.07.2024 and Dr. Saurabh Sharma was contacted. During visit, it was observed as under:
1. The HCF is a 35 no. bedded hospital with OPD and lab.
2. The bio-medical waste generating points of HCF were visited and proper segregation of bio medical waste as per Bio Medical Waste Management Rules, 2016 was observed.
3. The HCF has provided card board boxes with blue tape for the disposal of glass waste.
4. The HCF has provided needle destroyers in the emergency ward and Operation Theatre.
5. The HCF has maintained the record for lifting the bio medical waste to the CBWTF.
6. The HCF has installed ETP-cum-STP of 5 KLD for treatment of effluent generated from the hospital and the same was in operation during visit.
7. The HCF has consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/RPN/2023/21539541 dated 25/04/2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/RPN/2023/21539554 dated 25/04/2023 both are valid upto 30/09/2024 for 35 beds.
8. The HCF is also fixing bar code stickers on the bags.
9. The HCF has provided the lock and key facility in the final storage room.
From above, it is clear that the HCF is complying with all the provisions of the Bio-Medical Waste Management Rules, 2016.
In view of above, if may approved, it is recommended that authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF upto 31.12.2027 subject to the suitable conditions and following additional conditions as under:-
1. This authorization is valid only for 35 no. beds.
2. The HCF shall apply for fresh authorization under Bio-Medical Waste Management Rules, 2016 in case its increase its beds capacity.
3. The hospital will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same.
4. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
5. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis
6. The HCF shall obtain other statutory approvals required from other departments, if any.
7. The HCF shall comply with the Board’s office order no. 601 dated 16.12.2021 and its subsequent amendments, if any.
