File Note: The industry has been granted ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/PBIP/PTL/2023/2311107234 dated 18.02.2024 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/PBIP/PTL/2023/2311527413 dated 18.02.2024, having validity upto for 31/03/2025 for production of Textile Fabric, Waste Cutting, Polyster Staple Fibre, Cotton , Cotton Waste @ 39 Metric Tonnes/Day and Cotton and Blended Yarn @ 30.5 Metric Tonnes/Day, subject to certain conditions. Further, the industry has been granted authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 vide no. HWM/Fresh/SAS/2019/10922417 vide no. 30/09/2019, having validity upto 30/09/2024. Now, the industry has applied for obtaining renewal authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 as under: • Category- 5.1-Used or spent oil @ 4.50 KL/Annum. • Category- 5.2- Wastes or residues containing oil @ 180 kg/Annum. Visit: The industry was visited by AEE of this office on 25.07.2024 and during visit, it was observed as under: 1. The industry is engaged in manufacturing of Cotton Yarn, Blended Yarn using waste cloth as raw material and was in operation. 2. The industry has installed 06 no. D.G. sets of capacity 1010 KVA x 5 no. and 500 KVA X 1 no., all of which are equipped with canopies and stack of adequate height, which is a source of generation of used/ spent oil. 3. Industry has provided 01 no. room for storage of hazardous waste of cat 5.1& 5.2. The said room is having lock and key facility and is pucca from the bottom. 4. At present, about 20 ltr. of Used/ Spent oil was stored at site in the hazardous waste storage room. Further, around 80 kg of hazardous waste of category 5.2, i.e. oily cloths is lying present inside the premises of the unit. 5. The industry is maintaining record of generation of hazardous waste being generated from its premises. As per the records, the present details of hazardous waste of the industry is as under: Sr. no. The industry is complying with the provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. In view of above, if may approved, the industry may be granted authorization under the Hazardous & Other Wastes (Management & Transboundary movement) Rules, 2016 for generation, collection, storage & disposal of hazardous Category- 5.1-Used or spent oil @ 4.50 KL/Annum and Category- 5.2- Wastes or residues containing oil @ 180 kg/Annum for five years, with usual conditions as per the policy of the Board and the following additional condition: 1. The industry shall comply with the provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, at all times. 2. The industry shall not generate any other category of hazardous waste in its premise, except the hazardous wastes mentioned in this authorization. 3. The industry shall submit record of manifests of lifting of hazardous waste in form 10, as per the provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. 4. The industry shall not dispose any of the hazardous waste through any un-authorized/legal mode, at any point of time. *Competency- Chief Environmental Engineer (Medium, Orange)
