The industry has been granted ‘consent to operate’ for name and style M/s Poonam Drums & Containers Pvt. Ltd., and owner name Sh. Izazahemed mujibullah choudhary under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2020/13873170 dated 30/10/2020 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2020/13873110 dated 30/10/2020, having validity upto 30/06/2024 for C.R.C.A Metal Containers @ 1500 Numbers/Day as products subject to certain conditions mentioned therein.
Now, the industry has applied for fresh ‘Consent to Operate’ under name and style M/s Poonam Drums & Containers Packaging Pvt. Ltd., and owner of the industry namely M/s Mohammad Daniyal Chaudhary under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, which is under process at ZO level.
Further, the industry has been granted authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 name and style M/s Poonam Drums & Containers Pvt. Ltd., vide no. HWM/renew/SAS/2020/14091494 vide no. 05/11/2020, having validity upto 30/06/2024.
Now, the industry has applied name and style M/s Poonam Drums & Containers Packaging Pvt. Ltd (Lessee of Poonam Drums & Containers Pvt. Ltd.) for obtaining renewal authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 as under:
• Category- 5.1-Used or spent oil @ @ 0.025 KL/Annum.
• Category- 5.2- Wastes or residues containing oil @ 0.6 T/Annum.
• Category- 21.1- Process wastes, residues and sludge @ 1.2 KL/Ann um.
• Category- 33.1- Empty barrels/containers /liners contaminated with hazardous chemicals /wastes @ 600 Number/ Annum
Visit:
The industry was visited by AEE of this office on 25.07.2024 and during visit, it was observed as under:
1. The industry is engaged in manufacturing of C.R.C.A Metal Containers and was in operation. The industry is using metal sheet as raw material in its process.
2. The industry has installed one DG set of 125 KVA capacity, which is provided with canopy and stack of adequate height.
3. The industry has provided storage facility for storage of hazardous wastes having size 8’9” x 9’ x 8’. The said storage facility is impervious and lockable.
4. The industry is maintaining record of generation of hazardous waste being generated from its premises. As per the records, the present details of hazardous waste of the industry is as under:

4. The industry is complying with the provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
In view of above, if may approved, the industry may be granted authorization under the Hazardous & Other Wastes (Management & Transboundary movement) Rules, 2016 for generation, collection, storage & disposal of hazardous Category- 5.1-Used or spent oil @ @ 0.025 KL/Annum, Category- 5.2- Wastes or residues containing oil @ 0.6 T/Annum, Category- 21.1- Process wastes, residues and sludge @ 1.2 KL/Ann um, Category- 33.1- Empty barrels/containers /liners contaminated with hazardous chemicals /wastes @ 600 Number/ Annum upto 30.09.2028 (i.e. upto the recommendations made while processing CTO applications), with usual conditions as per the policy of the Board and the following additional condition:
1. The industry shall comply with the provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, at all times.
2. The industry shall make agreement with the operator of TSDF for lifting of hazardous waste of category 5.2 and 21.1, within 15 days and submit the same to the Board.
3. The industry shall not generate any other category of hazardous waste in its premise, except the hazardous wastes mentioned in this authorization.
4. The industry shall submit record of manifests of lifting of hazardous waste in form 10, as per the provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
5. The industry shall not dispose any of the hazardous waste through any un-authorized/legal mode, at any point of time.
