Earlier, the subject cited HCF has obtained authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/LDHKH/2022/18021822 dated 22/03/2022 valid upto 31/12/2022 for OPD Clinic only with suitable and special conditions mentioned therein.
The HCF has applied for obtaining Fresh authorization for 03 Dental chairs /beds under the Bio-Medical Waste Management Rules, 2016 along with requisite documents through OCMMS.
The HCF has deposited BMW authorization fee of Rs. 1000/- vide UTR no. SBIN324188900341 dated 06/07/2024 and Rs. 1000/- vide UTR no. SBIN324197609256 dated 15/07/2024 for 03 Chairs/beds as required vide Deptt. of Science Technology and Environment, Govt. of Punjab notification no. 485954 dated 06.01.2023 which is adequate upto 31.12.2024.
Further, the HCF has submitted agreement signed with M/s Medicare Environmental Pvt. Ltd., Opp. Centeral Jail, Tajpur Road, Ludhiana on 01/07/2021 which is valid upto 30/06/2026 for 03 chairs/beds capacity.
To verify the status of under the Bio-Medical Rules, 2016 the HCF was visited by Er. Sanatpreet Singh, (OS) AEE on 12.07.2024 and during visit it was observed as under:
1. The HCF is a 03 dental Chairs Clinic.
2. The HCF is located in Near Jeewan Jot Clinic, Peer Khana Road, Khanna, Ludhiana.
3. The HCF was found segregating its Bio-medical waste as per the Bio-Medical Waste Management Rules, 2016 and maintaining record of the same.
4. The HCF has provided needle shredder for shredding of needles.
5. The HCF was advised to segregate the Bio Medical Waste as per color coding in final storage room of Bio Medical Waste and also advised to maintain proper record of generation and disposal of Bio Medical Waste.
6. The Clinic was guided regarding provisions of Bio Medical Waste Rules, 2016 and strictly instructed that not to mix the BMW with MSW
In the subject cited case, the HCF has not installed any ETP. However, the HCF falls within the MC limit and it is connected to terminal STP of Khanna. It has submitted monthly fee charges receipt vides no. SW/1203/2023-24/0056 dated 07.05.2024 issued by Municipal Council, Khanna as documentary evidence.
Keeping in view of above-mentioned facts, if approved, the authorization under the BMW Rules, 2016 may be granted upto 31.12.2024 with the usual conditions and the following specific condition:
1. This BMW authorization is valid for 03 chair/ bed only. The HCF will apply for fresh authorization if it increased its Chair/bed capacity.
2. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board.
3. The HCF shall apply for obtaining 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, within one month.
4. The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change (MoEFCC) under Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any.
5. The authorization is valid for category and quantity of bio medical waste as mentioned in the certificate. If in case the HCF starts generating bio medical waste more than authorized quantity for any category it shall obtain fresh authorization from the Board.
6. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 31thDecember every year.
7. The HCF will maintain proper record of generation and lifting of bio-medical waste.
8. There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.
