Subject: Application for One Time Authorization to the trader for import of Other Waste as for Part-D on behalf of actual user under Rule 13 of Hazardous & other waste (Management and Transboundary Movement) Rules,2016- M/s Neera Alloys, Godown no. 15, Village Tooran, Backside Bhambri Kanda, Tehsil Amloh, Mandi Gobindgarh, Fatehgarh Sahib.
It is submitted that the establishment has submitted its documents for obtaining fresh one-time authorization for import of Scrap/other waste material as specified in Part D of Schedule – III of Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 as per Punjab Pollution Control Board office order no. 349 dated 08/06/2021.
The establishment has deposited Rs. 5,000/- vide R no. 44/5533 dated 22/07/2024 as one-time registration fees as per the revised fee structure decided by the Board. The establishment has submitted following documents:
1. The establishment has sought one-time authorization for the import of scrap @ 42,000 MT.
2. The establishment has sought one-time authorization for the import of scrap @ 42,000 MT. Description of Waste to be imported i.e. Iron and Steel Scrap @ 20000 MT, Copper scrap @ 500 MT, Aluminum scrap @ 500 MT, Manganese scrap @ 500 MT, Zinc Scrap @ 500 MT and Mixed non-ferrous metal, heavy fraction scrap, containing metals other than specified in Part B1050 and not containing constituents mentioned in Schedule II in concentrations sufficient to exhibit Part C characteristics* @ 20000 MT specified in Basel no. B1-Metal of Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016.
3. The godown, as per IEC Certificate and application, is Godown no. 15, Village Tooran, Backside Bhambri Kanda, Tehsil Amloh, Mandi Gobindgarh, Fatehgarh Sahib, which is an industrial area as per Master Plan of Mandi Gobindgarh.
4. The industry has submitted latest lease deed, which is valid upto 17/03/2027.
5. GST registration certificate no. 03AAWFN4581B1Z7, Import and Exporter code issued by Directorate General of Foreign Trade having IEC no. AAWFN4581B.
6. The project Proponent Has Submitted List of Actual Users as Under:
• P.P Castings Pvt Ltd., Mandi Gobindgarh
• Lord Mahaveer Steels, Mandi Gobindgarh
• Modi Alloys Pvt Ltd, Mandi Gobindgarh
• METATECH CCR (P) LTD., Mandi Gobindgarh
In view of above-mentioned facts, may, if approved, M/s Neera Alloys, be granted one-time authorization for import of scrap listed at sub specified in Part Basel no. 1010 and Basel no. B1050 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 upto 28/02/2027, subject to general conditions mentioned in OCMMS and additional conditions as under:
1. The industry shall not undertake burning of scrap/wires to take out other metals. In case, the godown is found burning of scrap or any other waste, action under the pollution control laws will be taken against the unit and the authorization shall be deemed cancelled.
2. The godown shall not install any slag crushing/noise emitting machinery in its premises.
3. The copy of authorization may be sent to DTP office, Fatehgarh Sahib with the request to intimate the applicant (project proponent) under intimation to the Punjab Pollution Control Board within 15 days, if the said authority has any objection to the location of the project at proposed site and in case no reply is received from the aforesaid Authority within 15 days, then, it would be presumed that the proposed
site is suitable for the project from the point of view of above referred Competent Authority.
4. The unit shall not undertake burning of scrap/wires to take out other metals. In case, the godown is found burning of scrap or any other waste, action under the pollution control laws will be taken against the unit and the authorization shall be deemed cancelled and the Board would not be responsible for the cost incurred by the project proponent on the basis of the said authorization.
5. The industry shall import non-ferrous metal under category B1050 i.e. Mixed non-ferrous metal, heavy fraction scrap, containing metals other than specified in Part B1050 and not containing conditions mentioned in Schedule II in concentrations sufficient to exhibit Part C Characteristics.
