File Note: • It is submitted that the HCF has applied for obtaining fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 through OCMMS of the Board for zero beds. • The HCF has submitted self declaration in which it is mentioned that the biomedical waste generated at site is disposed off through CHC Kartarpur. • The HCF has submitted letter issued from Additional Deputy Commissioner-cum Chief Executive Officer, Zilla Parishad, Jalandhar regarding consent fee under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 for public health facilities in Punjab and Bio Medical Waste at the SHC level under DRDP in which mentioned that:- 1. With reference to a) The memo STE-STEB010/280/2023-STE4/595076 dt 07/07/2023 From Science Technology and Environment Department. b) Consent fee under the water Act. 1974 and the Air Act 1981 for Public Healthcare Facilities in Punjab Letter no. 2395/53 dated 05/10/2023. 2. The requisite authorization/ consent fee for the subsidiary Health Centres being run under the aegis of Department of Rural Development and Panchayat will be deposited once the funds are received from the headquater. 3. The Biomedical waste being generated is practically nil, however in future whenever the waste would be generated it would be sent to the concerned CHCs. (Reference PHSC/BMIO/2000/1999.2043 dated 02/05/2020) Keeping in view of the above, it is recommended that the authorization under Bio Medical Waste (Management & Handling) Rules, 2016 may be granted for one time with special condition that:- 1 The HCF shall deposit authorization fee of Rs. 1000/- under Bio Medical Waste (Management & Handling) Rules, 2016 to this office as an when funds available with their Organization / Department. 2 This authorization under Bio Medical Waste (Management & Handling) Rules, 2016 is valid for zero bed only. 3 The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis to the nearby HCF as per self declaration submitted alongwith its application. 4 The HCF shall obtain other statutory approvals required from other departments, if any. 5 The HCF shall submit annual return every year. 6 The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board.
