It is submitted that the HCF has applied for grant of fresh authorization under the provisions of Bio-Medical Waste Management Rules, 2016 for generation, collection, storage and disposal of Bio Medical Waste generated. It has submitted location plan and copy of agreement with Common Bio Medical Waste Carrying facility. The HCF has entered into an agreement with by M/s Bio Medical Waste Treatment Plant Pvt. Ltd. Village- Pangoli, Pathankot for collection, transportation, treatment and disposal of Bio-Medical Waste generated by it., which is valid upto 09/07/2027.
The HCF has submitted various documents attached with the application in PDF format, which may kindly be pursued. As per undertaking submitted by the occupier of HCF, the HCF is a Dental Clinic (Only OPD) and the HCF was established in July-2024.
The HCF has deposited Rs. 1000/- vide UTR No. HS9241844895001 dated 02/07/2024 under Bio Medical Waste Management Rules, 2016 fee, which is adequate for one time period. The HCF has submitted copy of ownership, Daily OPD certificate, copy of agreement, site plan/location plan. The HCF is having bed capacity is NIL (Only Dental Clinic) and competency to decide the case lies with Environmental Engineer. In the said meeting, with regard to grant of authorizations under BMW Rules, 2016 to the HCEs, it was decided as under:
a) The Healthcare facilities upto 20 beds/ dental chairs, the documents to be obtained for getting authorization under the BMW Rules should be bare minimum i.e. location plan, agreement with CBWTF, self-declaration (To be specified by PPCB), copy of last month's manifests etc.
b) The fresh/renewal applications of HCFs' be processed online within one week without any prior inspection subject to submission of requisite documents by the HCFs'.
Keeping above in view, it is recommended that one time authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the HCF with suitable conditions and specific conditions as under: -
1) This authorization is valid till HCF remains only as a clinical laboratory and/ or a non-bedded OPD facility and in case the HCF intends to provide bedded facility; it shall obtain fresh authorization under BMW Rules, 2016 for bedded Health Care Facility and the authorization granted to the HCF for clinical laboratory and/ or a non-bedded OPD facility will not remain valid in such situation.
2) The HCF shall comply with the Bio-Medical Waste (Management & Handling) Rules, 2016, in true letter & spirit.
3) The HCE shall segregate Bio Medical Waste as per Bio-Medical Waste (Management & Handling) Rules, 2016 in true letter and spirit all the times.
4) The HCE shall obtain consent under the Water Act, 1974 & Air Act, 1981 as per policy and procedure laid down by the Board for HCEs having capacity less than 50 beds/50 dental chairs.
5) The HCF shall use syringes with fixed needles and shall provide Puncture proof containers for the collection of the sharp waste.
6) The HCF shall treat its liquid waste generated with 1-2 % Sodium Hypo-chloride solution, before discharging it.
7) The HCE shall send BMW on regular basis to common bio medical treatment facility and shall also maintain the record of the same all the times.
8) The HCE shall provide needle shredder/ cutter for cutting purpose within its premises.
9) If the HCE generate waste hypo- fixer solution and X-ray films, then HCE will make an agreement with M/s Malana Silver Nitrate Recycling unit, Village Rampur Gujran, Tehsil Moonak, Distt. Sangrur for lifting and disposal of same.
10) The HCF will renew its agreement for lifting of Bio-medical waste with CBMWTF as and when required.
