File Note: It is submitted that HCF has applied for obtaining fresh authorization under Bio-Medical Waste Management Rules, 2016 As per the undertaking submitted by incharge of SHC, there are no bed available in their premises and is operating only OPD. As per instructions of Worthy SSTE, Chandigarh vide STE-STEB010/280/2023-STE4/595076 dt 07/07/2023, govt. hospital cannot be asked to deposit authorization fee and application can be processed without demanding authorization fees with condition that the Govt. HCF shall deposit authorization fee when available. Letter received from O/o Additional Deputy Commissioner (R.D) cum chief executive officer, Zila Parishad, Amritsar vide no. 2062 dated 01.07.2024 is reproduced as under: - 1. The memo STE-STEB010/280/2023-STE4/595076 dt 07/07/2023. From Science, Technology and Environment department. Consent fee under the water Act. 1974 and the Air Act. 1981 for Public Healthcare Facilities in Punjab letter 2395/53 no dated 05/10/2023. 2. The requisite authorization / consent fee for the Subsidiary Health Centers being run under the aegis of Department of Rural Development and Panchayat will be deposited once the funds are received from the headquarter. 3. The biomedical waste being generated is practically nil, however in future whenever the waste would be generated it would be sent to the concerned CHCs. (Reference PHSC/BMIO/2000/1999.2043 dated 02/05/2020) As per head office order no. 04 dated 10/04/2018 the application of the HCF can be processed without making inspection. Further as per Office Order no. 379 dated 27.10.2023 the HCF upto 30 bedded having sewer connection with MC sewer with STP at terminal end shall grant consents/authorization of the Board without installing STP as interim arrangement subject to condition that the HCF shall comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-Medical Waste Management Rules, 2016. In view of the above, if approved, one time authorization may be granted to the HCF with special conditions that: 1. The HCF will submit authorization fee in this office subject to the availability of funds. 2. The HCF will hand over its bio- medical waste generated within the premises to concerned CHC/PHC and the concerned CHC/PHC shall dispose off the same to Common Bio Medical Waste Treatment Facility. 3. The HCF shall make record of category wise quantity of Bio Medical Waste transported to nearest CHC/PHC. 4. The HCF will submit Annual Report on yearly basis in this office before 31st March every year. 5. The HCF will apply for fresh authorization if it becomes a bedded hospital. 6. The HCF shall comply with all the guidelines issued by CPCB / PPCB.
