File Note: It is submitted that earlier, the hospital was granted renewal of Authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/ASR/2018/7533475 dated 16/05/2018, which is valid up to 30/04/2023 (For Hospital @ 20 beds). Now the hospital has applied fresh authorization under Bio-Medical Waste Management Rules, 2016 (for Hospital @ 30 Beds) along with Request Letter, Bed Capacity Certificate, revised agreement made with CBWTF valid up to 11/03/2029. The hospital has deposited Rs. 10,000/- vide UTR/Ref. No. N193243147985593 dtd 11/07/2024 under Bio-Medical Waste Management Rules, 2016, which is adequate up to 30/06/2029. Detail of the case are as under: - a) The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 30 no. beds valid upto 11.03.2029. b) The hospital has submitted compliance report of previous granted authorization. c) The hospital has also submitted Annexure-I and Annual report. The Hospital was visited by undersigned on 29/07/2024 and observed as under:- 1. The Hospital comprising of 30 beds and is engaged in providing medical health services. 2. The hospital has installed pre-treatment equipment in Laboratory and Operation Theatre consisting of Sodium Hypochlorite Solution and the discharge of the same is into MC sewer. 3. The HCF has provided color coded bins for segregation, collection of Bio Medical Waste and segregation of Bio-Medical Waste was according to color codes. 4. The HCF has provided needle destroyer for shredding of needles. 5. The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same. 6. The HCF has provided final collection room for storage of bio medical waste generated from its premises. 7. No Bio-Medical Waste found mixed with general waste. The hospital is having bed capacity of 30 beds and competency to decide the case lies with the Environmental Engineer. Keeping in view of above, it is recommended that the fresh authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the hospital @ 30 beds up to 30/06/2029 with suitable terms & conditions along with special conditions that:- 1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01 month. 2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office. 3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
