File Note: It is submitted that the industry is a large scale red category unit. The industry was earlier granted authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 vide no. HWM/renew/LDH2/2023/21071571 dated 16.08.2023 valid upto 31.03.2028 for category 5.1 @ 0.8 KL/Annum, Category 5.2 @ 12 T/Annum, Category 33.1 @ 12000 No/Annum & Category 21.1 @ 3 Ton/Annum & Category 21.2 @ 0.020 Ton/Annum of Schedule-I. Now, the industry has applied for varied authorization (by adding 2 categories ie. 35.3 and 37.3 which were left while granting the previous authorization) under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 alongwith documents through OCMMS for Category 5.1 @ 0.8 KL/Annum, Category 5.2 @ 12 T/Annum, Category 33.1 @ 1200 No/Annum, Category 21.1 @ 3.0 T/Annum, Category 21.2 @ 0.020 KL/Annum, Category 35.3 @ 36 Ton/Annum, Category 37.3 @ 15 KL/Annum. Accordingly, the industry was visited by AEE on 27.07.2024 and observed as under:- 1. The industry is engaged in the process of manufacturing stapler/gun tacker, paper punches and staples in strips. 2. During visit, the industry was in operation. 3. The industry generates hazardous waste of category 5.1, 5.2, 33.1, 21.1, 21.2, 35.3 & 37.3 of Schedule-1. 4. The industry has made an agreements for lifting of Hazardous Waste as under:- • Cat.No. 5.2, 21.1, 21.2, 35.3 and 37.3 with M/S Nimbua Greenfiled (Punjab) Association, Nimbua. • Cat.No. 5.1 with Friends Oil Co. Thakur Colony, Kohara, Ludhiana. • Cat.No.33.1 with M/S J.S.Plastics, Nichi Mangli, Chandigarh Road, Ludhiana. 5. The industry has provided 3 hazardous waste storage rooms of size 28’X11’X12’ (02 nos) & 28’X10’6”X12’ (01 nos) with lock and key facility. 6. As per record maintained by the industry, the category wise Hazardous waste was lying stored as under, which was physically verified during visit as under:- • 5.1 (Spent Oil)= 155 lts. • 5.2=34.66 Kg. • 21.1= 600 ML. • 33.1`= 211 Nos. • 35.3 & 37.3 = 700 Bags of 20 kg each. 7. It has provided Danger Sign Board outside the Hazardous waste storage rooms. 8. It has provided Environmental Data Board of size 6’ X 4’ at the main gate of the industry. 9. The industry is complying with the various provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. Keeping in view of above, it is recommended that authorization under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 may be granted to the industry upto 30.06.2029 with suitable conditions for Category 5.1 @ 0.8 KL/Annum, Category 5.2 @ 12 T/Annum, Category 33.1 @ 1200 No/Annum, Category 21.1 @ 3.0 T/Annum, Category 21.2 @ 0.020 KL/Annum, Category 35.3 @ 36 Ton/Annum, Category 37.3 @ 15 KL/Annum.
