It is intimated that the HCF has applied for fresh authorization under the Bio-Medical Waste Management Rules, 2016 for non-bedded facility in the name of M/s Guru Nanak Laboratory along with the requisite documents.
The HCF has submitted the following documents along with the application
1. Location Plan/Site Plan.
2. Copy of agreement with CBWTF.
3. Self-declaration regarding ownership, bed capacity and liquid waste treatment.
4. Copy of Manifests of lifting of waste by CBWTF operators.
The HCF has executed an agreement with the common Bio Medical Waste treatment facility namely M/s Rainbow Environments Village Balyali, Tehsil Kharar, Distt. Mohali for lifting and treatment of Bio Medical waste generated from the Lab on 05.08.2022 and the same is valid upto 04.08.2025 for 0 no. of bed.
Now, as per the proceedings of the Core Committee Meeting taken by the Hon’ble Chairman, PPCB on 19.03.2018 in the Committee Room, Head Office, Patiala, the fresh/renewal applications of HCFs' be processed online within one week without any prior inspection subject to submission of requisite documents by the HCFs'. As such, the HCF was not visited to check the compliance of the Bio-Medical Waste (Management) Rules, 2016.
The HCF has deposited one time authorization fees Rs. 1000/- vide R.no. 76/5505 dated 30.07.2024.
In view of above, if may approved, one time authorization under the Bio-Medical Waste Management Rules, 2016 may be granted subject to the suitable conditions and following additional conditions as under:-
1. This BMW authorization is valid for non-bedded facility only. The HCF will apply for fresh authorization if it becomes bedded facility.
2. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board.
3. The authorization is valid for category and quantity of bio medical waste as mentioned in the certificate. If in case the HCF starts generating bio medical waste more than authorized quantity for any category it shall obtain fresh authorization from the Board.
4. The HCF will use 1-2% sodium hypo-chlorite solution for disinfection of chemical liquid waste generated in the HCF and keep the record of the consumption of the Sodium hypochlorite solution.
5. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
6. The HCF will maintain proper record of generation and lifting of bio-medical waste.
7. There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.
8. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
9. The HCF shall obtain other statutory approvals required from other departments, if any.
10. The authorization is granted on the basis of declaration given by the HCF and in case declaration given by the HCF is found to be false under any circumstances, the authorization granted to the HCF may be deemed to be considered as cancelled.
