The industry was granted fresh consent to operate under Water Act,1974 and Air Act,1981 vide nos. CTOW/Fresh/MNS/2024/25634689
& CTOA/Fresh/MNS/2024/25634497both dt. 25.07.2024 valid upto 24.01.2025 for the operation of mix board mill with production capacity Card Board / Mix Board @ 8 MTD from by using raw material Primary ETP Sludge of Pulp & Paper Mill @ 5 MTD Paddy Straw @ 3.25 MTD Jute Bags/Cow Dung @ 3.25 MTD as the raw materials with special conditions that: -
1. The industry shall not procure and process any hazardous waste as prescribed in Schedule-I appended to the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 till it gets the certificate of registration / passbook as recycler /re-processor from the Board. 2. This consent to operate is valid only to facilitate the industry to obtain registration/passbook as recycler /re -processor from the Board as required under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, which shall be obtained during the validity period of this consent.
3. The industry shall apply afresh for obtaining consent to operate as required under the provisions of Water Act, 1974 & Air Act, 1981 after obtaining certificate of registration / passbook as recycler /re-processor from the Board. 4. The industry shall comply with the standard operating procedures framed by CPCB for utilization of process & primary sludge of ETP of pulp & paper industry.
• Now, the industry has applied for fresh authorization for authorization under the Hazardous Waste (Management, Handling & Transboundary Movement) Rules, 2016 for collection, storage & transportation of hazardous waste along with for obtaining passbook/ red book for re-processing the ETP sludge of the paper mill of category 32.3 @ 1080 TPA of Schedule-I and submitted requisite documents.
• The industry has submitted copy of agreement excuted with M/s SSG Paper Mills LLP, Vill. Khusropur, Opp. Anaj Mandi, Distt. Patiala regarding procuring of paper sludge alongwith copy of valid authorization granted to the M/s SS Paper Mills LLP, which is valid upto 18.03.2024.
• The industry has submitted request for grant of Registration/passbook, site plan with location of sludge storage, compliance of previous consent conditions, document regarding occupational health and safety measures and record for storage cum utilization of paper sludge.
• The industry has deposited registration fees Rs. 10,000/- vide R. No. 46/5509 dt. 05.08.2024 for obtaining passbook as recycler/re-processor.
• To check the compliance the industry was revisited by undersigned of this office on 2.7.2024 and it was observed as under : -
• 1. The industry was not in operation during visit and no paper mill sludge was lying in the premises of the industry
• 2. The industry has installed 2 no. Cardboard rolling machines in the shed.
• 3. The industry has made arrangement for recirculation of waste water generated from the process and to reuse the same back into process after collecting it in collection tank. The industry has now installed the flow meter on the line for re-utilization of the effluent back into the process.
• 4. The industry has constructed septic tank for the treatment of domestic effluent with provision to discharge treated effluent onto land for plantation for newly developed plantation inside the premises along the boundary wall.
• 5. The industry has made proper arrangement for storage of paper mill sludge and has constructed shed of dimensions 50 X 50 feet with brick cement mortar flooring.
• 6. The industry has provided boundary wall all along the premises.
• 7. There is no source of air pollution in the industry.
• 8. The industry has provided fresh plantation along the boundary walls
• The industry was found complying with the conditions of consent to establish under the provisions of Water Act, 1974 and Air Act, 1981 granted to it. As such, the industry is also complying with guidelines of SoP for use of paper mill sludge.
From above, it is clear that the industry is complying with provisions of HWM Rules, 2016 and conditions of SOP for such type of units.
Keeping in view of above it is recommended that the authorization for, collection, storage & transportation of Hazardous Waste of category 32.3 @ 1080 T/Annum of Schedule-I of the newly notified Hazardous & Other Wastes (Management and Transboundary Movement), Rules, 2016 may be granted to the industry for five years along with grant of passbook/ redbook to reprocess Hazardous Waste of category 32.3 @ 1080 T/Annum with special condition that the industry will comply with the SOP for the utilization of the HW of Cat 32.3.
