It is submitted that the workshop is a Small scale orange category unit. The workshop has applied for authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for Generation, Collection, Storage and Disposal of Hazardous Waste of Cat.No.5.1 @ 36 KL/Annum, Cat.No. 5.2 @1800 Nos/Annum, 21.1@ 0.050 T/Annum and 35.3@ 0.1 T/Annum.
While scrutinize the application it was observed that:-
1. The workshop has not filled the details of Raw Material used and servicing of vehicles has not been filled in the application form.
2. The workshop has not submitted the dimensional drawing of Hazardous waste storage room.
3. The industry has not submitted the copy of agreement for disposal of Hazardous Waste of Category No. 5.1
In addition to the above during visit to the workshop on 09.08.2024 it was observed that:-
1. The workshop has not provided the Environmental Data Board provided at the Main Gate of the workshop.
2. The industry has not provided the Danger sign Board outside the hazardous waste storage room. Other scrap items were also observed inside the Hazardous Waste Storage room.
3. No hazardous waste of Cat.No. 5.2, 21.1 and 35.3 was lying stored in Hazardous Waste Storage room.
4. The representative of the workshop failed to produce the record of hazardous waste generation during visit.
The industry was requested to attend the above said observations and submit your reply within 2 days through clarification dated 16.08.2024, but no reply has been submitted by the workshop.
The workshop was visited by the AEE of this office on 09.08.2024 and observed as under:-
1. The workshop was in operation during the visit and engaged in the process of servicing and washing of cars.
2. It has installed ETP consisting of Collection tank Oil & Grease trap Flacculator Pre-filtration sump (PVC Tank) Filtration Media Storage tank.
3. The sample from the final outlet of ETP were collected during visit dated 02.05.2024 and as per analysis results the concentration of various parameters such as pH=7.5, TSS=49 (mg/l), TDS=505 (mg/l), COD=29 (mg/l), BOD= 6.0 (mg/l), Oil & Grease= BDL which were within the prescribed limits fixed by the Board. It has provided the sub energy meter with its ETP and reading of the same was 493 KWh.
4. It has installed STP consisting of collection tank sludge holding tank Aeration Setting tank Pre-filtration tank Filtration Media storage tank.
5. Earlier, the sample from the final outlet of STP were collected during visit dated 02.05.2024 and as per analysis results the concentration of various parameters such as pH=7.5, TSS=10 (mg/l), TDS=695 (mg/l), COD=36 (mg/l), BOD= 7.0 (mg/l), Oil & Grease= BDL which were within the prescribed limits fixed by the Board.
6. The workshop has not filled the details of Raw Material used and servicing of vehicles has not been filled in the application form.
7. The workshop has not submitted the dimensional drawing of Hazardous waste storage room.
8. It has made an agreement for lifting of Hazardous Waste of Cat.No. 35.3, 21.1 and 5.2 with M/S Nimbua Greenfield (Punjab) Association, Village Nimbua vide No. NGPA/F&F/2K24-2K25/15392 dated 07.05.2024.
9. The industry has not submitted the copy of agreement for disposal of Hazardous Waste of Category No. 5.1
10. The workshop has not provided the Environmental Data Board provided at the Main Gate of the workshop.
11. The industry has not provided the Danger sign Board outside the hazardous waste storage room. Other scrap items were also observed inside the Hazardous Waste Storage room.
12. No hazardous waste of Cat.No. 5.2, 21.1 and 35.3 was lying stored in Hazardous Waste Storage room.
13. The representative of the workshop failed to produce the record of hazardous waste generation during visit. However, as per copies of manifest it has disposed off the Hazardous Waste of Cat.No. 5.1 @ 8800 Lts. During the month of May and June, 2024.
Keeping in view of above, it is recommended that authorization for the Hazardous and Other Wastes (Management and Transboundary Movement) Rules,2016 may be refused to the workshop after afforded an opportunity of show cause.
