Earlier the subject cited firm was granted One Time Authorization to the trader for import of Scrap/other waste material as specified in Part D of Schedule – III of Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016, on behalf of actual user vide no. PPCB/HWM/2022/2035036 dated 07/012/2022 valid upto 30/08/2024 (upto the validity of rent deed) with certain conditions.
The establishment has deposited Rs. 5,000/- vide R no. 526427436 dated 12/08/2024 as one-time registration fees as per the revised fee structure decided by the Board. The establishment has submitted following documents:
1. The establishment has sought one time authorization for the import of scrap @ 20,000 Ton.
2. The establishment has sought one-time authorization for the import of scrap @ 20,000 MT. Description of Waste to be imported i.e. Iron and Steel Scrap @ 10,000 MT, Copper scrap @ 5,000 MT, Aluminum scrap @ 5,000 MT import of scraplisted at sub Basel no. 1010 of Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016.
3. The godown as per amended IEC Certificate and application, is Amloh Road, Behind Bhambri Kanda, Godown No.7, Mandi Gobindgarh, Distt Fatehgarh Sahib, which is an industrial area as per Master Plan of Mandi Gobindgarh. (copy attached)
4. The industry has submitted extended lease deed, which is valid upto 31/12/2026.
5. The godown has deposited quarterly return for the period of 01/01/2024 to 31/03/2024 vide cheque no.800489 dated 10/04/2024, Rs.18,301/- in the favor of Punjab Pollution Control Board.
6. GST registration certificate no. 03ALNPS9330D1Z2, Import and Exporter code issued by Directorate General of Foreign Trade having IEC no. 2201000387.
7. The project Proponent Has Submitted List Of Actual Users As Under:
• Kunal Aluminum Company, Jharmajri Baddi District Solan H.P.
• Shri Ambey Steel Industries, Khanna
In view of above-mentioned facts, may, if approved, M/s H.K Enterprises, be granted one-time authorization for import of scrap listed at sub specified in Part Basel no. 1010 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 upto 31/12/2026, subject to general conditions mentioned in OCMMS and additional conditions as under:
1. The industry shall not undertake burning of scrap/wires to take out other metals. In case, the godown is found burning of scrap or any other waste, action under the pollution control laws will be taken against the unit and the authorization shall be deemed cancelled.
2. The godown shall not install any slag crushing/noise emitting machinery in its premises.
3. The copy of authorization may be sent to DTP office, Fatehgarh Sahib with the request to intimate the applicant (project proponent) under intimation to the Punjab Pollution Control Board within 15 days, if the said authority has any objection to the location of the project at proposed site and in case no reply is received from the aforesaid Authority within 15 days, then, it would be presumed that the proposed site is suitable for the project from the point of view of above referred Competent Authority.
4. The unit shall not undertake burning of scrap/wires to take out other metals. In case, the godown is found burning of scrap or any other waste, action under the pollution control laws will be taken against the unit and the authorization shall be deemed cancelled and the Board would not be responsible for the cost incurred by the project proponent on the basis of the said authorization.
