File Note: • The HCF was granted authorization under Bio Medical Waste Management Rules, 2016 vide no. BMW/Fresh/LDH3/2020/13436129 dated 18/08/2020 for OPD only. • The HCF has applied for fresh authorization under the Bio- Medical Waste (Management) Rules, 2016 through OCMMS for 10 beds with categories yellow, red, white (Translucent) and blue of the said rules. The HCF has submitted copy of an agreement signed with common facility of M/s Medicare Environmental Management Pvt. Ltd., Tajpur Road, District Ludhiana, dated 16.07.2024 authorized for 10 beds, wherein MEMPL has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the HCF. The agreement is valid upto 31.03.2029. • The HCF has deposited Rs. 5000/- vide UTR. No. 64219432 dated 20.08.2024 under Bio-Medical Waste Management Rules, 2016 fee as per Board’s office order no. HQ-3/EPA/2023/2799-2815 dated 19.01.2023. The total fee deposited by the hospital is adequate upto 31.12.2028. • The in-charge of HCF has submitted a self declaration regarding treatment of liquid bio medical waste with sodium hypochlorite solution and to the effect that the HCF has complied with provisions of the Bio Medical Waste Rules, 2016. • The HCF has submitted copy of record for bio medical waste maintained by it and annual report for previous year regarding the categories & quantities of bio medical wastes handled during the year. • The HCF has falls within the limits of Municipal Corporation Ludhiana and sewer line of the area is connected with terminal STP Ludhiana. • As per record file of HCF, no action is pending against the concerned HCF for violation of the BMW Rules, 2016, Water Act, 1974, Air Act, 1981, Environment Protection Act, 1986 and various rules made there under. Thus, HCF is complying with the provisions of the Bio-Medical Waste (Management) Rules, 2016. Keeping in view of above, if approved, authorization under the Bio-Medical Waste (Management) Rules, 2016 may be granted to the HCF for 10 beds for categories Yellow {(Chemical liquid Waste), (Human Anatomical Waste, Chemical Solid Waste, Microbiology, Biotechnology etc.)}, Red, White (Translucent), Blue of the rules for period upto 31.12.2028 subject to the suitable conditions along with special condition that: i. This BMW authorization is valid for 10 beds only. The HCF will apply for fresh authorization if it increased its bed capacity. ii. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board. iii. The HCF shall ensure to comply with the effluent standards as notified and Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. iv. The authorization is valid for category and quantity of bio medical waste as mentioned in the certificate. If in case the HCF starts generating bio medical waste more than authorized quantity for any category it shall obtain fresh authorization from the Board. v. The HCF will use 1-2% sodium hypo-chlorite solution for disinfection of chemical liquid waste generated in the HCF and keep the record of the consumption of the Sodium hypochlorite solution. vi. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. vii. The HCF will maintain proper record of generation and lifting of bio-medical waste. viii. There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. ix. The HCF will apply for consents of the Board under Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 and under Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987. x. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. xi. The HCF shall obtain other statutory approvals required from other departments, if any. Competency: Environmental Engineer
