File Note: It is submitted that the project proponent was granted Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vie no. CTOW/Fresh/PTA/2024/26311168 dated 05/08/2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/PTA/2024/26280245 dated 05/08/2024, valid upto 30/09/2028 for manufacturing of Copper @ 5.34 Metric Tonnes/Day Aluminium @ 0.5 Metric Tonnes/Day Brass @ 0.2 Metric Tonnes/Day Iron steel scrap @ 17 Metric Tonnes/Day PVC @ 3.34 Metric Tonnes/Day by using Electric Motor Scrap @ 20 Metric Tonnes/Day Insulated Copper Wire @2000 MT/Year under orange category with suitable conditions mentioned therein. Now, the industry has applied for obtaining fresh authorization under the Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 of the Board for generation, collection, storage and disposal of hazardous waste of cat. 5.1 @ 0.002 KL/Annum, with requisite documents. The industry has also applied for obtaining actual user certificate-cum-passbook import of Insulated Copper Wire Scrap or copper with PVC sheathing including ISRI-code material namely “Druid” @ 2000 MTA as specified in the Schedule-IV of the Hazardous Waste other Waste (Management and Transboundary Rules), 2016 at sr. no. 7. The industry has deposited processing fee passbook of Rs. 10,000/- vide R.No. 16/5351 dated 21/08/2024 for extraction of copper from PVC wires containing copper Accordingly, the Industry was visited by the AEE of this office on 16.07.2024 and contacted Sh. Surinder Pal, Director of the Industry at site. During visit, it was observed as under:- 1. The industry is engaged in sorting/segregation of motor scrap to extract iron (80 %), aluminum (5%), copper (8 %), brass/stainless steel (5 %), plastic (1-2%). 2. The industry has installed motor breaker for breaking of outer cover of motor scrap. 3. The industry has installed cutter for cutting of stator of motor in two parts. 4. The industry has installed copper puller for extraction from stator. 5. The industry is also involved in manual segregation/sorting of scrap using with hand tools. 6. The industry has also installed one number PVC wire stripping machine for extraction of copper PVC wire. 7. The industry has provided an impervious room of size 20'x30'x10' for the storage of hazardous waste. 8. The industry has also provided danger sign at the gate of the hazardous waste storage room and also having locking arrangement for the room. 9. The industry has made an agreement with M/s Puneet Refinery, C-4 (P), Focal Point, Sangrur (authorized recycler) for lifting and recycling of hazardous waste pertaining to category 5.1. In view of the above, it is therefore, recommended that: 1. Fresh authorization under HWM Rules, 2016 may be granted to the industry for Collection, Storage & disposal of category no. 5.1 @ 0.002 KL/Annum of Schedule- I upto 30.09.2028, with suitable conditions. 2. The industry may be issued Actual User Certificate-cum-pass book under Rules 6 (1) (ii) and 6 (2)of Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 for import of Insulated Copper Wire Scrap or copper with PVC sheathing including ISRI-code material namely “Druid” as specified in the Schedule-IV of the Hazardous Waste other Waste (Management and Transboundary Rules), 2016 at sr. no. 7 @ 2000 MTA upto 30.09.2028 with suitable conditions as per the policy of the Board.
