• The industry is a small scale orange category unit and engaged in the process of manufacturing of Casting and scaffolding.
• The industry was granted authorization under Hazardous and Other Wastes (Management and Transboundary Movement) rules, 2016 valid upto 18.01.2016 through offline system.
• Earlier, the subject cited industry was visited by Er. Manvinder Singh Hundal, AEE (OS), Er. Surbhi, AEE (OS) and Er. Akashdeep Singh, JEE (OS) of this office on 16.03.2024 and observed as under:-
1. The industry was in operation during the time of visit.
2. The industry is using pig iron and scrap as a raw material for manufacturing of casting of electrical parts for PSPCL and scaffolding at site.
3. The industry has installed 01 no. of induction furnace of capacity 500kg/day with two crucibles.
4. The industry has provided suction hood with induction furnace and installed bag house filter as APCD with porthole for sampling and adequate stack height.
5. The industry has not provided separate storage room for Hazardous Waste generated at site. The industry has not stored any type of Hazardous waste at site. The industry has not provided any danger sign and environmental data board at site.
• Thereafter, the industry was applied for obtaining authorization under Hazardous and Other Wastes (Management and Transboundary Movement) rules, 2016, accordingly the industry was visited by AEE of this office on 15.04.2024 & it was observed that he industry was in operation during the visit. The industry has stored hazardous waste of category Cat 35.1 @ 76 kg at site. The industry has also maintained the record of hazardous waste lifting and generation from April 2017. The industry has provided danger sign outside hazardous waste storage room. The industry has now provided hazardous waste storage room for the storage of Hazardous Waste of category 35.1. But, the domestic effluent was found leaking on floor of hazardous waste storage room during visit, which is not suitable for the storage of the same. The industry has not provided environmental data board outside main gate of industry.
• Thereafter, the industry was issued show cause notice under the provisions of Hazardous and Other Wastes (Management and Transboundary Movement) rules, 2016 with an opportunity of personal hearing before the Senior Environmental Engineer, Zonal Lab, Jalandhar on 09.04.2024, wherein it was decided as under:-
"The Regional Office-1, Jalandhar shall re-visit the industry, verify the contention made by the industry and process the application on merit."
• Accordingly, the industry was visited by AEE of this office on 22.04.2024 and observed as under:-
1. The industry was in operation during the visit.
2. The industry has stored hazardous waste of category Cat 35.1 @ 76 kg at site. The industry has produced record of hazardous waste generation from April 2017 to March 2024. However, the industry was in operation year 2000, but the industry has shown the record of hazardous waste from year 2000 to March 2017 balance is 43.450 kg only.
3. The industry has provided environmental data Board outside main gate of industry.
4. The industry has provided hazardous waste storage room for the storage of Hazardous Waste of category 35.1 and now leaking on floor of domestic effluent is repaired by the industry and no leakage was seen during visit.
• The authorization applied under Hazardous and Other Wastes (Management and Transboundary Movement) rules, 2016 was refused on 29.04.2024 due to above said observations.
• Now, the industry has applied for fresh Hazardous and Other Wastes (Management and Transboundary Movement) amendment Rules, 2016 through OCMMS of the Board and detail of the same is as under:
1. The industry has submitted drawing of the hazardous waste room of size 10'5"x 4' 3" with the application.
2. The industry has submitted compliance report of the previous granted authorization under Hazardous and Other Wastes (Management and Transboundary Movement) rules, 2016.
3. The industry has submitted manufacturing process, proprietorship certificate with the application.
4. The industry has made an agreement with TSDF Nimbua for the treatment/lifting of hazardous waste of cat. 35.1.
5. The industry has submitted undertaking and mentioned that the unit is start its casting from the year 2011 and has also submitted form-4 from the year April 2011 to March 2023 with the application.
• Now, the industry was visited by AEE of this office on 12.08.2024 & it was observed as under:-
1. The industry was in operation during the visit.
2. The industry has provided hazardous waste storage room for the storage of Hazardous Waste of category 35.1 and Stored the Hazardous Waste of category 35.1 @ 76 kg.
3. The industry has stored hazardous waste of category Cat 35.1 at site. The industry has also maintained the record of hazardous waste lifting and generation.
4. The industry has provided danger sign outside hazardous waste storage room.
5. The industry has provided environmental data board outside main gate of industry.
6. The industry is complying with the provisions under Hazardous and Other Wastes (Management and Transboundary Movement) rules, 2016.
Keeping in view of the above, it is recommended that authorization applied by the industry under Hazardous and Other Wastes (Management and Transboundary Movement) Amendment Rules, 2016 for the cat 35.1 @ 0.012 T/Annum may be granted for short terms with usual conditions as per policy of the Board as per undertaking given by the industry through online system and with special conditions that the industry shall get shifted their Hazardous Waste to TSDF within this period.
