It is intimated HCF has applied for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 which was earlier granted vide no. BMW/Fresh/LDH3/2020/13173161 dated 09/09/2020, which got expired on 31/03/2021 for 30 beds capacity. Now, the HCF has applied for fresh of authorization under the said act for 30 beds capacity.
The Punjab Pollution Control Board vide its office letter no. EPA/2018/no.-04 dated 10.04.2018 in order to ensure ease of doing business in the small HCF in the state of Punjab, the procedure for obtaining authorization under Bio Medical Waste Rules, 2016 has been simplified and it was decided that the authorization (fresh / renewal) under the BMW Rules, 2016 applied by the HCF upto 20 beds / dental chairs will be granted by the concerned Regional Office within 7 days on receipt of complete application without making inspection of those HCFs. However the concerned Regional Office shall ensure that no action is pending against the concerned HCF for violation of the BMW Rules, 2016, Water Act, 1974, Air Act, 1981, Environment Protection Act, 1986 and various rules made there under.
The application of authorization applied by the HCF was scrutinized and it was found that the HCF has submitted all the required documents. The HCF is 30 bedded hospital as per self-declaration submitted by the HCF. The HCF has also deposited authorization fee amounting Rs. 4000/- vide UTR no. N219243190448435 dated 06.08.2024 and UTR no. N227243208148054 dated 14.08.2024, which is adequate upto 31.12.2024.
The HCF has also submitted the MOU signed with M/s Medicare Environmental Management Pvt. Ltd., Opp. Central Jail, Tajpur Road, Ludhiana for 30 beds, which is valid up to 30.06.2026. The HCF has also submitted manifest record The Bio-Medical Waste is being lifted by CBWTF and the HCF has maintained the record of the same as the HCF has submitted the manifest slips record alongwith the application. As per the record, it is clear that the HCF is regularly lifting its Bio-Medical waste to CBWTF. The HCF is complying with the provisions of Bio Medical Waste (Management & Handling) Rules, 2016.
The Competent Authority of the Board vide order no. 379 dated 27.10.2023 the Competent Authority of the Board has decided that HCFs upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangement, subject to the condition that HCF shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-medical waste Management Rules, 2016 as amended up to date and subsequent amendments if any.
The HCF is complying with the provisions of Bio Medical Waste (Management & Handling) Rules, 2016, hence the authorization can be granted to the HCF.
In view of the above, it is recommended that authorization under Bio Medical Waste (Management & Handling) Rules, 2016 may be granted upto 31.12.2024 with special conditions that:-
1. The HCF shall renew its Agreement with Common Bio Medical Treatment Facility immediately before its expiry.
2. The HCF shall obtain Consent to operate under the Water Act, 1974 and the Air Act, 1981 within 15 days.
3. The HCF will apply for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016, if it increases its bed capacity or dental chairs.
