File Note: It is submitted that the industry was granted consents to operate under the Water Act, 1974 and Air Act, 1981 vide nos. CTOW/Fresh/MKS/2024/25012943 & CTOA/Fresh/MKS/2024/25012933 dt. 13.03.2024 for production of Card Board / Mix Board @ 4.5 TPD, both are valid upto 30.09.2024 alongwith special condition that the industry shall not procure and process the hazardous waste of category 32.3 of Schedule-I appended to the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for its utilization beyond the permitted capacity i.e. 2.5 TPD as granted in the registration cum passbook issued to it on 03.02.2021 (valid upto 02.02.2026), till it obtains revised registration/passbook for utilization of category 32.3 of Schedule-I @ 4 TPD, which shall be obtained during the validity period of this consent. The industry has applied for full term grant of consent to operate which is under process with Board The industry was granted authorization under HWM Rules, 2016 as well as Registration Certificate-cum-Passbook vide no. HWM/renew/MKS/2021/14219448 dated 04.02.2021 for the collection, storage, transportation and utilization of hazardous waste of category 32.3 of Schedule-I (Process sludge containing adsorbable organic halides(AOX)) @ 2.5 TPD, both valid upto 02.02.2026, with suitable conditions mentioned therein. Now the industry has applied for obtaining fresh authorization for the collection, storage, transportation and utilization of hazardous waste of category 32.3 of Schedule-I (Process sludge containing adsorbable organic halides(AOX)) @ 4 TPD alongwith issuance of fresh registration cum passbook. The industry has deposited Rs 10000 as registration fee. Accordingly, the site of the industry was visited by undersigned alongwith Er. Aushpreet singh, AEE on 04.09.2024 and it was observed as under: 1. The industry was not in operation at the time of visit. Raw material such as paddy straw and other raw materials alongwith paper mill sludge were stored at site. 2. The industry has provided a storage shed to avoid entry of rain water and pucca floor for the storage of hazardous waste (paper mill sludge). The industry has provided slope for channelizing exceed water on the sludge to recirculation system provided with cardboard making process. The industry has stored sludge underneath this shed. No sludge was stored in open. 3. The industry is procuring paper mill sludge from M/s Satia Industries Ltd., Vill. Rupana, Distt. Sri Muktsar Sahib. As per record of paper mill sludge procured the industry has not procured more than 2.5 TPD of Sludge (dry form), which is within the permitted quantity. 4. The industry is transporting the hazardous waste itself using its own tractor-cum-trolley having registration no. PB30G6646 / RJ13J4236 covered with tarpaulins to transport the hazardous waste from the paper mill. 5. The has provided recirculation system for recirculating entire process waste water. 6. The industry has installed two no. pulper, two no. beaters, two no. reheat system cum storage chest, two no. moulding machines, calendar machine and cutter. 7. The industry has provided septic tank for the treatment of domestic effluent with discharge to plantation. 8. The industry has made the provision for sun drying of cardboard inside its premises. The point wise compliance of SOPs is as under: 1. Collection Storage & Handling of Process and primary sludge of ETP of Pulp & Paper industry– • The dewatered primary ETP Sludge & Process Sludge shall be procured in trucks/ trolleys. • The unit shall store the primary ETP Sludge & Process Sludge in covered storage shed(s) within premises, so as to eliminate rain water intrusion. Further, the sheds shall have proper slope and spillage collection pits as collect spillages/floor washings. The collected spillages/floor washings shall be channelized to Effluent Treatment Plant for their treatment/recycling. • Transportation of primary ETP Sludge & Process Sludge shall be carried out by sender or receiver (utilizer) after obtaining authorization from the concerned SPCB under the Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016. • It shall be ensured that primary ETP Sludge & Process Sludge is procured from the industries who have valid authorization for the same from the concerned SPCB as required under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. Compliance: • The dewatered ETP sludge is being procured in tractor trolleys with polyethylene sheet to avoid leakage. • The industry has provided pucca room for storage of ETP sludge covered with roof. The industry has provided slope for channelizing exceed water on the sludge to recirculation system provided with cardboard making process. • The industry was granted authorization under HWM Rules, 2016 vide no. HWM/renew/MKS/2021/14219448 dated 04.02.2021, which is valid upto 02.02.2026 to reprocess ETP sludge (Category32.3ofschedule- I) of paper mill @ 2.5 TPD. The industry has applied to the Board for HWM authorization for ETP sludge (Category32.3ofschedule- I) of paper mill @ 4.0 TPD alongwith issuance of fresh registration cum passbook. • The sludge is to be procured from the industry namely M/s Satia Industries Ltd. Village Rupana, Distt. Sri Muktsar Sahib to which authorization has been granted under HWM Rules, 2016 vide no. HWM/renew/MKS/2023/20901589 dt. 24.04.2023, with validity upto 31.03.2027. 2. Use of secondary ETP sludge generated from Pulp & Paper Industry is not permitted. Compliance: Only primary ETP paper mill sludge is procured by industry. 3. Handling/transfer of primary ETP Sludge & Process Sludge is required to be done using mechanized system (such as trolley, loader, etc.). Compliance: The industry is having tractor trolley bearing no. PB30G6646 / RJ13J4236 to transport ETP sludge. 4. The entire process area shall have boundary wall or fencing with proper slope, periphery drainage and collection pit followed by channelization to Effluent Treatment Plant for treatment. Sun drying of board shall be done within the premises. Compliance: The entire process area was having boundary wall with proper slope, periphery drainage and recirculation system. Sun drying of board is carried out inside the the premises. 5. The unit shall ensure that all personnel involved in the plant operation shall wear proper personal protective equipment such as masks, safety gloves, goggles, safety shoes etc. Compliance The industry is having protective equipment such as masks, safety gloves, goggles, safety shoes etc. for its workers. 6. The effluent generated during the utilization process shall be recycled back to beater/pulper ensuring zero liquid discharge, else the treated wastewater generated shall meet wastewater discharge standards stipulated in the consent issued by concerned SPCB. Compliance: The industry has made arrangements to re-circulate its entire trade effluent. 7. The monitoring of the effluent for the parameters specified in the Consent issued by the concerned SPCB shall be carried out quarterly through NABL/EPA accredited laboratory and report shall be submitted quarterly to the concerned the SPCB Compliance: No effluent is being discharged by the industry. 8. The unit shall submit quarterly and annual information on quantity of ETP Sludge & Process sludge procured & utilized and its source, quantity of waste water generated, treated & recycled or resources conserved (specifying the details like type and quantity of resources conserved) to the concerned SPCB. Compliance: The industry has attached record of day wise procurement of etp sludge. 9. The unit shall maintain a passbook issued by concerned SPCB wherein the following details of each procurement of Process sludge & Primary Sludge (of pulp & paper industry) shall be entered: Address of the sender • Date of dispatch • Quantity procured • Seal and signature of the sender • Date of receipt in the premises Compliance: The industry has maintained passbook with each procurement of Process sludge & Primary Sludge (of pulp & paper industry) and address of the sender • Date of dispatch • Quantity procured • Seal and signature of the sender • Date of receipt in the premises. 10. The unit shall maintain record of Process sludge & Primary Sludge utilised, residues generated and disposed as per Form 3 & shall file annual returns in Form 4 as per Rule 20 (1) and (2) of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, to SPCB. Compliance: The industry has maintaining the record. 11. A log book with information on source of procurement, quantity, date wise utilization of the same, quantity of products manufactured, hazardous waste generation and its disposal etc. shall be maintained including analysis report of emission monitoring & effluent discharged, as applicable. Compliance: As per Point no 9. 12. In case of environmental damages arising due to improper handling of hazardous wastes including accidental spillage during generation, storage, processing, transportation and disposal, the unit shall be liable to implement immediate response measures, environmental site assessment and remediation of contaminated soil/groundwater/sediment etc. as per the “Guidelines on Implementing Liabilities for Environmental Damages due to Handling & Disposal of Hazardous Wastes and Penalty”published by CPCB. Compliance: Condition may be imposed to the industry. 13. During the process of utilization and handling of hazardous waste, the unit shall comply with the requirements in accordance with the Public Liability Insurance Act, 1991 as amended, wherever applicable. Compliance: Condition may be imposed to the industry. From the above, it is clear that the industry is complying with the provisions of Water Act, 1974 and Air Act, 1981 as well as SOP framed under the Hazardous Waste Management Rules, 2016. Keeping in view of above, it is recommended that 1. The authorization for Reception, collection, storage & transportation of Hazardous Waste of category 32.3 @ 4 TPD of Schedule-I of Hazardous & Other Wastes (Management and Transboundary Movement), Rules, 2016 may be granted to the industry for a period of 5 years with usual conditions. 2. Passbook for reprocessing of Hazardous Waste may be issued to the industry for reprocessing of Hazardous Waste i.e. paper mill sludge @ 4 TPD . Competency: Hon’ble Chairman
