➢ The Punjab Pollution Control Board vide its office letter no. EPA/2018/no.-04 dated 10.04.2018 in order to ensure ease of doing business in the small HCF in the state of Punjab, the procedure for obtaining authorization under Bio Medical Waste Rules, 2016 has been simplified as under:
i) The documents required to be submit along with application for authorization under the BMW Rules, 2016 for HCF upto 20 beds/ dental chair will asunder:
a) Location plan / google location plan of HCF.
b) Copy of agreement of CBWTF.
c) Self declaration regarding compliance of BMW Rules.
d) Copy of manifest of lifting of waste by CBWTF operators for 7 days pertaining to previous one month.
ii) The authorization (fresh / renewal) under the BMW Rules, 2016 applied by the HCF upto 20 beds / dental chairs will be granted by the concerned Regional Office within 7 days on receipt of complete application without making inspection of those HCFs. However the concerned Regional Office shall ensure that no action is pending against the concerned HCF for violation of the BMW Rules, 2016, Water Act, 1974, Air Act, 1981, Environment Protection Act, 1986 and various rules made thereunder.
iii) After grant of authorization, randomly selected 10% HCFs shall be visited by the Regional Office within next 3 months to check compliance the provisions of BMW Rules,2016.
In 4th core committee meeting taken by the Hon’ble Chairman of the Board on 31.10.2018 in the committee room, Head Office, Patiala it was decided as under:
➢ For HCFs with bed capacity of 10 beds & above, the authorization under Bio-Medical Waste Management Rules, 2016 shall be granted only in case the HCF has installed ETP/STP for treatment of their combined liquid chemical waste and domestic waste.
➢ For HCFs between 1-9 beds, the authorization under Bio-Medical Waste Management Rules – 2016 may be granted till 31.12.2019 subject to special condition that the HCF shall install ETP/STP for treatment of combined liquid chemical waste and domestic liquid waste by 31.12.2019.
➢ For non-bedded HCFs, the authorization under Bio-Medical Waste Management Rules, 2016 may be granted one-time. Non-bedded HCFs have to provide pre-treatment of liquid waste with 1-2 % sodium hypochlorite solution only. Above said decisions were conveyed by EPA cell vide letter no EPA/2019/No. 670-83 dated 14.03.2019.
• The HCF has applied for fresh authorization under the Bio- Medical Waste (Management) Rules, 2016 through OCMMS for 15 bedded hospital (with one lab)with categories yellow, red, white (Translucent) and blue of the said rules. The HCF has submitted copy of an agreement signed with common facility of M/s Medicare Environmental Management Pvt. Ltd., Tajpur Road, District Ludhiana, dated 13.12.2024 authorized for 15 bedded hospital (with one lab), wherein MEMPL has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the HCF. The agreement is valid upto 31.12.2029.
-The HCF lies within the MC limit Ludhiana and the HCF has submitted approved building plan.
• As per the Government notification no. STE-STEB010/213/2020-STE(5/4)/485954 dated 06.01.2023, the HCF has deposited amounting to Rs. 4000/- vide UTR no. POD054375434 dated 25.02.2025 which is adequate upto a period of 31.12.26 for a 15 bedded hospital under BMW Rules, 2016.
• The in-charge of HCF has submitted a self-declaration regarding treatment of liquid bio medical waste with sodium hypochlorite solution and to the effect that the HCF has complied with provisions of the Bio Medical Waste Rules,2016.
• The HCF has submitted copy of 7 day record for bio medical waste maintained by it.
• As per record file of HCF, no action is pending against the concerned HCF for violation of the BMW Rules, 2016, Water Act, 1974, Air Act, 1981, Environment Protection Act, 1986 and various rules made thereunder.
Thus, HCF is complying with the provisions of the Bio-Medical Waste (Management) Rules, 2016. Keeping in view of above, if approved, authorization for a period upto 31.12.26 under the Bio-Medical Waste (Management) Rules, 2016 may be granted to the HCF for 15 bedded hospital for categories Yellow {(Chemical liquid Waste), (Human Anatomical Waste, Chemical Solid Waste, Microbiology, Biotechnology etc.)}, Red, White (Translucent), Blue of the rules for one time, subject to the suitable conditions.
i. This BMW authorization is valid for 15 bedded hospital. The HCF will apply for fresh authorization if it increases bed capacity.
ii. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board.
iii. The HCF shall ensure to comply with the effluent standards as notified and Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any.
iv. The HCF will use 1-2% sodium hypo-chlorite solution for disinfection of chemical liquid waste generated in the HCF and keep the record of the consumption of the Sodium hypochlorite solution.
v. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
vi. The HCF will maintain proper record of generation and lifting of bio-medical waste.
vii. There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.
viii. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
ix. The HCF shall obtain other statutory approvals required from other departments, if any.
