File Note: It is submitted that the HCF was granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2023/23269214 dated 05.09.2023, valid till 04.09.2024 for 49 no. beds in the name of M/s Surya Kidney Care. Thereafter, the project proponent has obtained auto generated certificate of consent to establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Renewal/SAS/2024/27514555 dated 11.12.2024, valid till 11.12.2025 in the name of M/s Edison Hospital with certain conditions. The project proponent has also applied for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 through OCMMS portal in the name of M/s Edison Hospital and the same was pending due to the awaiting results of effluent samples. Now, the HCF has applied for fresh authorization under Bio-Medical Waste Management Rules, 2016 for 50 beds for Generation, segregation, Collection, Storage in the name of M/s Edison Hospital along with requisite documents. The HCF has made an agreement with M/s Rainbow Environments Pvt. Ltd., Village Balyali, Tehsil Kharar on 20.11.2024 which is valid upto 19.11.2027 for 50 bed capacity. The project proponent has submitted annual report for year January 2024 to December 2024. The project proponent has submitted manifest slips. The HCF has deposited authorization fee amounting to Rs. 6000/- vide R no. 717727989 dated 16.04.2025 fee, which is adequate till 31.03.2027. The HCF has submitted completion certificate for installation of ETP cum STP of capacity 25 KLD. The HCF was visited by the JEE of this office on 02.06.2025 and during visit it was observed as under: 1. During the visit, the representative of the HCF informed that the HCF has provision of 100 beds. However 50 beds are operational/ functional. 2. The HCF has provided temporary storage arrangement for final lifting of biomedical waste. However, separate room for storage of bio medical waste needs to be provided. The representative was advised to provide separate room with lock and key facility for storage of bio medical waste. 3. The segregation of Bio Medical Waste was found proper. 4. While scrutinizing the record maintained by the hospital regarding the lifting of Bio-Medical Waste by the Common facility, it was observed that the waste is being lifted on daily basis. 5. The hospital is complying with the various provisions of the Bio-Medical Waste (Management) Rules, 2016. 6. The fresh water supply comes through MC Supply and the HCF has provided one no. borewell and the representative informed that the water is used from the borewell in emergency. The representative was advised to install water meter on the pipeline of borewell. 7. The HCF has installed ETP cum STP of capacity 25 KLD and the same was in operation during visit. The sample was collected and sent to HO lab for analysis and the results are awaited. 8. The HCF has installed 1 no. DG set of capacity 320 KVA. In view of above, if may approved, it is recommended that authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF till 31.03.2026 subject to the suitable conditions and following additional conditions as under:- 1. This authorization is valid only for 50 no. beds. The HCF shall apply for fresh authorization under Bio-Medical Waste Management Rules, 2016 in case its increase its beds capacity. 2. The HCF shall obtain consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 immediately. 3. The HCF shall provide separate room with lock and key facility for storage of bio medical waste. 4. The HCF shall provide water meter on the pipeline of borewell provided within the premises. 5. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 6. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 7. The HCF shall obtain other statutory approvals required from other departments, if any. 8. The authorization is granted on the basis of declaration given by the hospital and in case declaration given by the hospital is found to be false under any circumstances, the authorization granted to the hospital may be deemed to be considered as cancelled.
