Subject: Application for One Time Authorization to the trader for import of Other Waste as for Part-D on behalf of actual user under Rule 13 of Hazardous & other waste (Management and Transboundary Movement) Rules, 2016- M/s Simar Steel Industries, Vill. Majri Mishri Wali, Tehsil Amloh, Mandi Gobindgarh.
The godown has applied for obtaining one-time authorization for import of Scrapi.e. Iron and Steel Scrap @ 2700 MT, Copper Scrap @ 800, Aluminum scrap @ 1500 MT as specified in Part D of Schedule – III of Hazardous & Other Wastes (Management & Trans boundary Movement) Rules, 2016.
It is pertinent to mention here that the industry was earlier granted consent to operate under the provisions of the Water Act, 1974 vide no. CTO/Renewal/FGS/2024/25228485 dated 28.03.2024 and under the Air Act, 1981 vide no. CTO/Renewal/FGS/2024/25228479 dated 28.03.2024, both were valid upto 28.03.2026 for manufacturing of Purified Aluminum Ingots @ 40 TPD by using Aluminium Scrap and Aluminium Dross @ 45 MTD with suitable terms & conditions mentioned therein in the name & style of M/s Simar Steel Industries.
The godown has deposited Rs. 5,000/- vide online R no. 679271448 dated 31.10.2025 as one-time registration fees as per the revised fee structure decided by the Board. The establishment has submitted following documents:
1. The establishment has sought one-time authorization for the import of scrap @ 5,000 MT.
2. The establishment has sought one-time authorization for the import of scrap @ 5,000 MT. Description of Waste to be imported i.e. Iron and Steel Scrap @ 2700 MT, Copper Scrap @ 800 and Aluminum scrap @ 1500 MT as specified in Part D of Schedule – III of Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016.
3. The godown has submitted the partnership deed (attached herewith) dated 23.10.2015 executed between Sh. Devender Singh, Partner and Sh.Haneet Singh, Partner.
4. The godown as per application form and IEC certificate is situated Vill. Majri Mishri Wali, Tehsil Amloh, Mandi Gobindgarh. Further, the godown has submitted the Change of Land Use (CLU) vide Memo No. 409 dated 10.02.2011 issued by STP, SAS Nagar for change of land use from Agricultural to Industrial. As such, the site is suitable for operation of the godown.
5. The godown has submitted an undertaking, wherein, it has mentioned that no burning of scrap/other material will be carried out in the premises of the godown and further godown has also submitted undertaking regarding the actual user as under:-
1. M/s Simer steel industries, vill. Majri Mishri wali, tehsil Amloh, Mandi Gobindgarh.
2. Metatech CCR P Ltd, Mandi Gobindgarh.
3. Mahaluxmi Industries, Khanna, District Ludhiana.
6. The godown has submitted the copy of registry deed dated 15.10.2010 namely M/s Simar Steel Industries.
7. GST registration certificate no. 03ACDFS7398J1ZN, Import and Exporter code issued by Directorate General of Foreign Trade having IEC no. 3012017101.
To verify the contents of the application, the godown was visited by the undersigned on 04/11/2025 and during visit, it was observed as under:
1. The main gate of both units is common; however, the premises contain two separate units i.e. M/s Simar Steel Industries and its Godown.
2. No scrap was found within the premises of the godown.
3. The domestic wastewater generated from the godown is discharged into the septic tank and the treated water will be discharged onto land for irrigation purpose.
From above, it is clear that the godown is complying with the Hazardous Waste (Management and Transboundary Movement) Rules,2016.
In view of above-mentioned facts, may, if approved, M/s Simar Steel Industries be granted one-time authorization for import of scrap listed at sub specified in Part Basel no. 1010 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 up to 30/10/2030, subject to general conditions mentioned in OCMMS and additional conditions as under:
1. The godown shall not carry out any activity w.r.t. Storage of Fire Crackers and other inflammable products.
2. The industry shall not carry out burning of scrap/wires to take out other metals. In case, the godown is found burning of scrap or any other waste, action under the pollution control laws will be taken against the unit and the authorization shall be deemed cancelled and the Board would not be responsible for the cost incurred by the project proponent on the basis of the said authorization.
3. The godown shall not install any slag crushing/noise emitting machinery in its premises.
