Kindly peruse the note of AEE……
• It is submitted that the establishment is a Hallmarking Centre. It was earlier granted Consents to Operate under the Water Act, 1974 & Air Act, 1981 on 28.03.2022 valid up to 30.09.2026……………..
• The Hallmarking Centre has now applied for Authorization under the Hazardous and Other Wastes Rules, 2016 through OCMMS, along with the requisite documents…………….
• The Hallmarking Centre has submitted a Membership and Waste Off-take Agreement (Membership No. 2993) with M/s Nimbua Greenfield (Punjab) Ltd., Village Nimbua, Tehsil Dera Bassi, District Mohali, for disposal of Spent Acid and Alkali @ 0.08 TPA (Category 12.2) and Exhaust Air or Gas Cleaning Residue @ 0.005 TPA (Category 35.1) ……………
• The Centre has submitted Onsite and Offsite Emergency Plans, outlining the measures to be taken in the event of any untoward incident.........................
• The centre was visited by AEE on 23.10.2025 and the following observations were made:
1. The Hallmarking Centre was not in operation at the time of visit......
2. The Centre has installed melting, cupellation, and annealing furnaces for hallmarking operations........
3. A wet scrubber has been provided as an APCD to arrest fumes from the melting and cupellation processes..........
4. The spent acid generated during the process is collected in plastic containers which is neutralized and the neutralized liquid is discharged into the sewer connected to a terminal STP. The solid residue is stored separately as hazardous waste…………..
5. The centre has kept a separate register which is maintained to keep record of consumption of acid and generation of waste………………
6. The representative informed that, despite repeated requests, M/s Nimbua Greenfield (Punjab) Ltd. has not lifted the stored waste........
7. The domestic effluent of the centre is discharged into the sewer system...........
8. No DG set has been installed at the premises............
• RO has reported that the Hallmarking Centre is found in compliance with the provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and has recommended for grant of upto 30.09.2030 ……………
Keeping in view of above & recommendations of RO, if approved, the Hallmarking Centre may be granted authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 upto 30.09.2030 with following special conditions:-
1. The centre will get lifted its stored hazardous waste to CTSDF, Nimbua, within one month……….
2. The centre shall store the Hazardous waste in impervious room with lock & key arrangements…………..
3. The centre shall maintain the record of Hazardous waste generation & its disposal on daily basis…………….
